Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Stephanie O’Banion.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Assistant City
Manager Matt Bates.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Dave Covington.

2. Public Comments.
Citizens who desire to address the Council on any matter may register to do so
prior to this meeting and speak during this item. Forms are located on the table
outside of the south side entry to the meeting room. Please state your name
and address for the record and limit your comments to three minutes. Also,
please understand that while the Council appreciates hearing your comments,
State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in
discussion other than providing a statement of specific factual information or
reciting existing City policy, and (2) taking action other than directing Staff to
place the matter on a future agenda.
Consent Agenda
Items 3-9 under this section are considered to be routine by the City Council and may be
enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any Councilmember,
and it will be considered separately:
3. Consider minutes of previous meetings:

4. Consider authorizing the City Manager to execute a one-year extension to the
contract with Waste Management for residential and commercial hand-collect solid
waste service.
5. Consider an Ordinance adopting Budget Amendment #2 to the City of Belton FY
2025 Annual Budget.
6. Consider a Façade Improvement Grant application for exterior renovations to the
structure at 222 E. Central Avenue, located in the Downtown Belton Commercial
Historic District, at the northwest intersection of E. Central Avenue and N. Penelope
Street.
7. Consider authorizing an amendment to the agreement with MHS Planning and
Design to provide a Feasibility Study for an Indoor Recreation Center as a part of the
2026 Parks Master Plan.
8. Consider a resolution authorizing the Police Chief to enter into a multi-use agreement
with the Texas Department of Transportation (TxDot) allowing the installation and
operation of Automated License Plate Recognition cameras in the TxDOT right-of-
way.
9. Consider a resolution authorizing the casting of Belton’s 37 votes for representation
on the Bell County Tax Appraisal District Board of Directors.
Planning and Zoning
10. Z-25-34 – Hold a public hearing and consider a zoning change from Multi-Family to
Retail, on approximately 0.50 acres located at 701 Holland Road.
11. Z-25-35 – Hold a public hearing and consider a zoning change from Commercial
Highway to Commercial District-2 on approximately 5.836 acres located at 6154 W.
US 190.
12. Z-25-36 – Hold a public hearing and consider a zoning change from Transition to
Transition with Historic District Overlay on approximately 0.7679 acres located at 218
N. Alexander Street, for the Mount Zion United Methodist Church.
13. Hold a public hearing and consider an amendment to the Future Land Use Map from
Residential to Commercial/Retail Land Use Designation for approximately 2.86 acres
located east of S. Wall Street, west of S. Beal Street, south of E. Avenue K, and north
of E. Avenue M.

14. P-25-33 – Consider a final plat for Blair Street Townhouses, encompassing 1.94
acres, located at the northeast corner of 2nd Avenue and N. Blair Street.
Miscellaneous
15. Hold a public hearing and consider approval of an ordinance on second and final
reading granting a commercial solid waste collection franchise to Frontier Waste
Solutions.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
