Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Craig Pearson.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Chief of Police
Larry Berg.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Mayor Pro Tem John R. Holmes, Sr.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do so
prior to this meeting and speak during this item. Forms are located on the table
outside of the south side entry to the meeting room. Please state your name
and address for the record and limit your comments to three minutes. Also,
please understand that while the Council appreciates hearing your comments,
State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in
discussion other than providing a statement of specific factual information or
reciting existing City policy, and (2) taking action other than directing Staff to
place the matter on a future agenda.
3. Recognize City of Belton’s Lena Armstrong Public Library for being awarded the 2025
Achievement of Excellence in Libraries Award from the Texas Municipal Library
Directors Association.
4. Recognize the City of Belton’s Finance Department for receiving the Distinguished
Budget Presentation Award from the Government Finance Officers Association
(GFOA) for the 34th consecutive year.

Consent Agenda
Items 5-8 under this section are considered to be routine by the City Council and may be
enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any Councilmember,

A. January 27, 2026, Workshop Meeting
B. January 27, 2026, City Council Meeting
6. Consider the following related to the May 2026 election:
A. Adopt an ordinance ordering the May 2, 2026, General Election for
Councilmember Places 1 and 2.
B. Authorize an agreement with Belton ISD for conducting a joint election; and
C. Authorize an agreement with the Bell County Elections Department for lease of
election equipment for the May 2, 2026, General Election.
7. Consider a resolution nominating the City’s candidate for election to the Board of
Directors of the Central Texas Water Supply Corporation.
8. Consider a resolution authorizing the submission of an application for membership in
the Central Texas Water Alliance.
Regular Agenda
9. Receive a presentation on the Annual Comprehensive Financial Report for the Fiscal
Year Ended September 30, 2025.
10. Consider an ordinance amending Section 38.18 of the Zoning Ordinance related to
High Profile Monument Sign Height on properties with I-35 and I-14 frontage.
Work Session
11. Receive a presentation and discuss a future fire station needs assessment.
Executive Session
12. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551,
Govt. Code, Vernon’s Texas Codes Annotated, in accordance with the authority
contained in Section 551.071, Consultation with Attorney.
