City of Belton, Texas City Council Meeting Agenda Tuesday, February 24, 2026 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Daniel Bucher. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Fire Chief Jon Fontenot. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Mayor David K. Leigh. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamation: Theatre in Our Schools Month – March 2026 4. Recognition of Assistant City Clerk Sara Clark for receiving her Texas Registered Municipal Clerks certification. 5. Youth Advisory Commission Fundraising Update and Proposal for Community Teen Night Event. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately: 6. Consider minutes of the February 10, 2026, Council Meeting. 7. Consider an ordinance declaring unopposed candidates elected to office and canceling the May 2, 2026 General City Election. 8. Receive a report on the annual review of the City’s Ethics Ordinance, No. 2018-03, by the Ethics Commission. 9. Receive the Tax Increment Reinvestment Zone (TIRZ) Annual Report for FY2025. 10. Consider authorizing the purchase of Mobile Data Terminals from GTS Technology Solutions through Texas DIR Contracts DIR-CPO-5225 and DIR-CPO-4751. 11. Consider an ordinance annexing the rights-of-way of the following: A. Wheat Road from Sparta Road south to the City limits in the vicinity of Digby Drive, surveyed at 25.02 acres; and B. Sparta Road from Wheat Road east to the City limits at Dunns Canyon, surveyed at 4.92 acres. Planning and Zoning 12. Z-26-01 – Hold a public hearing and consider a zoning change from Single Family-3 to Planned Development (PD) – Single Family-3 on approximately 34.737 acres located on E. Avenue R, east of Miller Street, and known as the Hidden Trails Subdivision Phase 2. 13. Z-26-02 – Hold a public hearing and consider a zoning change from Neighborhood to Planned Development (PD) – Neighborhood on approximately 0.51 acres located at 702 N. Penelope Street. (This item has been withdrawn by the applicant.) Regular Agenda 14. Hold a public hearing and consider an ordinance amending and adopting the City’s Tax Abatement Guidelines and Criteria. 15. Consider award of bid and authorizing the City Manager to execute the construction contract for the W. Avenue I Drainage Project, and any change orders associated with the contract, not to exceed the amount authorized under state law. City Council Meeting Agenda February 24, 2026 Page 2 of 3 16. Receive a presentation on the Belton Police Department 2025 Annual Report and Racial Profiling Report. Executive Session 17. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551, Govt. Code, Vernon’s Texas Codes Annotated, in accordance with the authority contained in Section 551.071, Consultation with Attorney. 18. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551, Govt. Code, Vernon’s Texas Codes Annotated, in accordance with the authority contained in Section 551.072, Deliberation Regarding Real Property. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
