Berkeley Park District - Board President Teresa Larem
The Mayor welcomed Berkeley Park District. Thank you Teresa Larem for
presenting an intergovernmental award to the Village of Berkeley for the
recent completion of the Prairie Path spur path. President Lee welcomes
all Park district commissioners and thanks the Park District for all there
collaborations this past year.

Trustee Liaison Report-Trustee Salemi gives floor to Public
Safety Director Larem who addresses complaints regarding
lawn decorations. He states a recommendation has been
made to amend the current code and put in place height
restrictions for lawn decoration removal. During certain times
of the year, taller lawn decorations are allowed. President
Lee states the zoning amendment will be addressed by the
planning and zoning committee and will be brought back to
the board for final approval.

Trustee Liaison Report-Trustee Perez reports neighborhood
watch is having a meeting on February 20, 2025 welcoming all
candidates who are running for office. Lions Club helped out
at the soup kitchen. The Lions Club is also having a
fundraising dinner being held on February 28, 2025.

2/17/25 - President's Day - Village Hall Closed (Institute Day)
2/18/25 - Village Board Meeting at 6:30 pm
Village President Lee reports the Lions Club is having a fundraiser dinner at
Alpine Banquets on February 28 2025. He also reminds all the rink will be
back. Encourages all trustees to meet with department heads regarding
the budget. President Lee reminds the audience that village taxes have not
been raised in five years.
10. Village Administrator
Administrator Espiritu addresses the federal freeze states the latest grant
will proceed and project will start March 1.

Heather Brander-resident states that she has a 12ft skeleton at her home.
She states it is safe and would like to address planning and zoning
meeting when ordinance is being address.

Finance and Human Resources Coordinator worked on the following items during the month of January:
• Created needed Disciplinary action form for PD.
• Managing and corresponding with IRMA with to Workman’s Comp claims.
• Corresponded with payroll systems rep. to adjust time keeping issue still currently working to
finalize on going issue, as well as accrual issues and deductions issues
• Assisted with brainstorming sessions with Administration to ensure the information that was
being shared between all parties was fully understood and worked on a plan of action for
communicating the audits purposes and outcome.
• Underwent training for the current Payroll laws and processes with Lauterbach and Amen.
• Handled IMRF reporting and distribution of pensions funds according to set standards.
• Provided support for Office Manager in creating communications regarding the processing of
deductions for the 2025 Plan Year.
• Created First Quarter Training event and 2025 Chili Cook off for the Village Staff.

Investigative Activity
The following is a summary of some of the major cases the police department was investigating during the
month of January 2025.
Open Cases:
Investigators were actively working three (3) open case during the month of January.
Suspended Cases/Arrest Warrants:
Six (6) cases remain suspended pending warrant returns or Lab results.

24-6932 – Domestic Battery: On 09/06/2024 Berkeley Officers were contacted by the complainant that
alleged his 14yoa step-son had sexually penetrated his 5yoa daughter. FI Interviews were conducted with
victims which showed no sign of sexual abuse. Detectives along with children advocate staff determined
that no sexual abuse took place with any of the children. The investigation did find that the original
complainant battered his step-son. Detectives arrested the complainant on 10/29/2024 and charged him
with one count of domestic battery for having battered his step-son upon his legs with a slim metal like
pole that was used for a shoe rack.
24-7929 – Domestic Battery: On 10/08/2024, Berkeley Officers responded to Neil Cartage (5400
Proviso Drive) for a service call of a domestic battery. Victim related to officers that her ex-boyfriend
arrived at her place of employment and battered her by pulling her hair and punching her about her head.
No visible injuries were observed by officers at the time of the battery. Victim refused EMS but related to
officers she does wish to sign complainants. The offender fled on foot upon arrival of officers. The
offender is currently on DuPage Electronic monitoring for prior arrest. On November 14,2024 the
offender was arrested by DPCSO and found to be the passenger in the victim’s vehicle, showing them to
be back together in a relationship. Detectives have called the victim and left voicemails over 8 times.
This case will be closed due to lack of victim cooperation.

24-8201 & 24-8446 - Violation of order of protection: Officers spoke to petitioner, who related that she
has an active order of protection against her ex-boyfriend. The victim related to officers that the offender
has been trying to contact her from various numbers and has stated he doesn’t care about going to jail as
long as he’s able to speak with her. The victim was able to provide the copy of the order of protection as
well as the evidence that the offender has been reaching out to contact her. Berkeley Detectives &
Officers located the offender at the Melrose Park Metra station and took him into custody. This case will
be cleared due to arrest.
24-8983 – V.O.O.P: On 11/09/2024, Berkeley Officers responded to a call of an order of protection
violation. The O.O.P states that there is to be no contact by any means. Offender is seen on ring camera
approaching the residence of the victim in violation of the order. Detectives located and arrested the
offender and charged him accordingly.
23-8945 – Identity Theft: On 11/4/2023, a Berkeley resident came to the police department to report that
her identity was being used to open up various accounts. It is believed that the offender is another family
member. We have sent out numerous subpoenas and are reviewing all of the information being provided
by the companies. Detectives screened the case with the states attorney’s office. SA’s approved one
charge for Identity Theft 10k-100k a Class 1 Felony. Upon speaking to the victim in an effort to have her
sign a complaint she related she no longer wished to proceed. Victim was asked on multiple occasions if
she wanted to procced to which she related no. Detectives will be closing this case due to lack of victim
cooperation.
24-9227 – Burglary to motor vehicle / criminal damage to motor vehicle: On Nov 18, 2024 officers
were dispatched to 5300 St Charles Rd in reference to a criminal damage done to various semi-trucks.
Upon arrival it was observed by officers that 8 semi-trucks were damaged by having the window broken
into and having the CPC module ripped from within the semitruck. On scene initial caller did not want to
sign complaints. Two other victims that got their semitrucks broken into did wish to sign complainants.
Detectives identified a suspect. Detectives were able to get phone records from an assisting agency that
place the offender in the area when the crime took place as well as having multiple messages implicating
the offender in the theft CPC modules. On January 09, 2025, Detectives went to Cook County Jail where
the offender was being held on unrelated charges and charges/processed him with two counts of Burglary.
Case will be closed due to arrest.
24-9283 – Theft over $500.00: On November 19, 2024, Officers were contacted by the victim who
related that he rents out various party equipment. The victim related that he rented out a Safari bounce
house, Tent 20x20, 8 tables, and 48 chairs to offender. Victim further related that on November 17, 2024
when he went to the offender’s address to pick up his equipment. The offender related to the victim that
someone had already picked up the items. Victim related he just wanted his equipment and doesn’t want
anything criminally to be done. Victim was advised due to lack of investigative leads case will be closed
and he could proceed civilly if he wishes. Victim agreed and will remain in contact with the owner of the
home. Case closed due to victim not wanting to proceed criminally.

April 30th – Per the IDOT contract, the project is expected to be significantly completed
SIDEWALKS EAST OF WOLF PROJECT – Nothing new to report
• During the IDOT pre-construction meeting the following timeline was established:

will be ready for bid announcement in mid-March with a bid opening in mid-April. We are
targeting a late-June start with a completion before the first week of September.

through a combination of sanitary lining, manhole sealing and spot repairs. In pursuit of funding
for Phase II design engineering for the project, the Village intends to apply for a Community
Development Block Grant (CDBG) award in the amount of $288,000.00. Cost estimates from
Baxter & Woodman Engineering suggest that acquisition of the CDBG award in this amount could
complete a significant amount of work within Section 6 in 2026. CDBG applications require a
Resolution from Village Board’s approving the entity’s application before submittal.
Recommendation
Staff recommends that the Village Board of Trustees authorize a Resolution approving the
submission of a project application for funding under the Community Block Development Grant
for continuation of the Sanitary Sewer Rehabilitation Project – Section 6 Phase 3 in an amount not
to exceed $288,000.00

Budgeted Amount
The Village can receive up to a maximum of $288,000.00 for the project from the CDBG grant.
Engineering costs would function as the local match for the project and would be funded from the
Sewer Fund account.

RESOLUTION NO.
A RESOLUTION OF THE VILLAGE OF BERKELEY, COOK COUNTY, ILLINOIS
APPROVING A 2025 COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION
FOR THE 2026 SANITARY SEWER REHABILITATION PROJECT
WHEREAS, the Village of Berkeley (“Village”) is a duly organized and validly
existing home- rule municipality created in accordance with the Constitution of the State of
Illinois of 1970 and the laws of the State; and,
WHEREAS, the Village desires to participate in the County of Cook’s Community
Development Block Grant Program as a Subrecipient for funding of the 2025 Sanitary
Sewer Rehabilitation Project; and,
WHEREAS, funds from the CDBG program would provide funding to provide for
the lining of sanitary sewer in the southwest area of the Village which including sections
of High Street, Calvin Avenue, Atwood Avenue, Butterfield Road, Taft Avenue, Herbert
Avenue, Arthur Avenue, Prospect Avenue, Ridge Avenue, Coolidge Avenue, Elm
Avenue, Longfellow Court, and Madison Street; and,
WHEREAS, the Village is the local sponsor and applicant for the eligible CDBG
2025 project entitled “2026 Sanitary Sewer Rehabilitation Project"; and,
WHEREAS, the Village of Berkeley, Cook County, Illinois gives the following
assurances and certifies with respect to the grant:
1. The President and Board of Trustees of the Village of Berkeley, Cook County, Illinois
possess the legal authority to accept the grant and execute the proposed programs;
and
2. The Village Board has duly adopted this Resolution, authorizing the filing of the
statement, including all understandings and assurances contained herein, and
directing and authorizing the President as the official representative of the grantee, to
act in connection with the grant request and to provide such additional information
as may be required;
NOW THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of
the Village of Berkeley, Cook County, Illinois, as follows:
SECTION 1: That a Request is hereby made to Cook County, Illinois for Community
Development Block Grant (CDBG) funds for the program year 2025 in the amount of
$288,000.00 for the following project as identified in the Village of Berkeley's 2025 Program
Year application:
• 2026 Sanitary Sewer Rehabilitation Project — Amount: $288,000.00
SECTION 2: Approval of Application. The Village of Berkeley approves the
submission of an application to the Community Development Block Grant 2025 for the
“2026 Sanitary Sewer Rehabilitation Project" under the CDBG 2025 program. The
Village President and Village Clerk are hereby authorized to execute such
documents as necessary in support of the application;

SECTION 3: Severability. That if any Section, paragraph or provision of this Resolution shall
be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such
Section, paragraph or provision shall not affect any of the remaining provisions of this Resolution.
