THE COMMON COUNCIL OF THE CITY OF BEVERLY MARCH 10, 2015 7:00PM AGENDA – FINAL 3/10/15 CALL TO ORDER OPEN PUBLIC MEETINGS ACT STATEMENT In compliance with the Open Public Meetings Act, NJSA 10:4-6, this is to announce that Adequate Notice of this meeting was provided in the following manner: On January 12, 2015 advance written notice of this meeting was posted on the Official Bulletin Board in the City Hall, was emailed to THE BURLINGTON COUNTY TIMES for publication and emailed to the CAMDEN COURIER POST for advise, was filed with the Municipal Clerk, and was mailed to all persons who requested and paid for such notice. The proceedings of all meetings are electronically and manually recorded, and the Minutes will be on file in the office of the Municipal Clerk. FLAG SALUTE ROLL CALL Mayor: Randy H. Guest, Parker McCay PRESENTATION: “SHOP BURLINGTON COUNTY FIRST” Initiative Burlington County’s Buy Local Program Mark A. Remsa, Director, County Economic Development and Dave Wyche, County Shared Services Coordinator will update Council with a visual presentation demonstrating the various tools available to participating businesses, and to explain how municipalities can support the program. 2 APPROVAL OF MINUTES – February 24, 2015 Regular Session. There was no Executive Session. PUBLIC COMMENT ON AGENDA ITEMS ONLY ORDINANCES ORDINANCE 2015-1: SECOND READING/PUBLIC COMMENT/ADOPTION AN ORDINANCE OF THE CITY OF BEVERLY ESTABLISHING CERTAIN POLICIES AND PROCEDURES FOR THE ACCEPTANCE OF PAYMENTS TO THE CITY OF BEVERLY. Copies of said Ordinance will be available at the Office of the Municipal Clerk, 446 Broad Street, Beverly, NJ, during regular business hours, M-F 9AM-5PM. ORDINANCE 2015-2: FIRST READING/INTRODUCTION AN ORDINANCE OF THE CITY OF BEVERLY ESTABLISHING WAGE AND SALARY RANGES. Said Ordinance will come before Council for Second Reading, Public Hearing, and Adoption at their March 24, 2015 meeting to be held at 7PM at Beverly City Hall, 446 Broad Street, Beverly, NJ 08010 at which time and place all those wishing to be heard on same will be so heard. Copies of this Ordinance are available for review at the Office of the Municipal Clerk at said address during regular business hours, M-F, 9AM-5PM. RESOLUTIONS RESOLUTION 2015-64 – (Held for review from Council’s 2/24/15 meeting.) A Resolution supporting and recognizing the service of Law Enforcement Officers. ---------------- RESOLUTION 2015-66 A Resolution refunding Construction Permit #2014064 Fee in the amount of $464.00 (less Non-refundable DCA Fee of $20.00 and 20% Plan Review Fee of $121.00) to David Boudwin, 34 Fountain Blvd., Burlington, NJ 08016. Construction Permit is being closed out due property at 438 Cooper Street, Beverly, NJ has been sold and Mr. Boudwin is no longer the legal owner. 3 RESOLUTION 2015-67 A Resolution approving Job Description for “Rental Unit Inspector”. RESOLUTION 2015-68 A Resolution appointing Theodore Evans to the Salaried, Part-time position of Beverly City Rental Unit Inspector, no Benefits, at $13,000 annually, effective immediately, pending Certification of Funds by the Beverly City CFO. RESOLUTION 2015-69 A Resolution appointing Vicki Sereduk, current Beverly City Part-time Technical Assistant to the Construction Official, to the additional Part-time position of Beverly City Code Enforcement Officer, approximately ten (10) hours per week, at her current rate of $23.03/hour, no Benefits, effective immediately, pending Certification of Funds by the Beverly City CFO. RESOLUTION 2015-70 A Resolution authorizing the Beverly City Clerk and Administrator to advertise for Request for Proposal/Request for Qualifications (RFP/RFQs) for Regional Contribution Agreement (RCA) Administrator and RCA Administrative Agent. RESOLUTION 2015-71 A Resolution for Discharge of Mortgage for Beverly City property Block 1166/Lot 1, also known as 500 Bridge Street. RESOLUTION 2015-72 A Resolution to show NJ Department of Community Affairs, Division of Local Government Services approval of Beverly City Resolution 2015-59 hiring Charles J. Zeigler, Jr. as Regular Beverly City Police Officer, Full-time, with Benefits, at Step 4 Salary of $62,304.00, effective immediately with Certification of Funds by the Beverly City CFO. OATH OF OFFICE ADMINISTERED: Charles J. Zeigler, Jr. RESOLUTION 2015-73 A Resolution approving 2015 Vendor Permit Application for “Mr. Softee” Ice Cream Truck, all fees being paid, pending Beverly City Police review and submission of all current applicable paperwork. RESOLUTION 2015-74 A Resolution listing employee salaries for the 2015 Calendar Year. 4 OLD BUSINESS 1. Reminder: BURLCOJIF Elected Officials Risk Management Seminar – Wednesday, March 11, 2015, Charley’s Other Brother, 5:30-6PM for Registration and 6-8PM for Seminar. All are required to attend. NEW BUSINESS BILL LIST Approval of the March 10, 2015 Bill List. CORRESPONDENCE – (Note that all Correspondence will be handled/filed by and in the Office of the Municipal Clerk.) 1.
