THE COMMON COUNCIL OF THE CITY OF BEVERLY MAY 09, 2017 7:30PM MINUTES CALL TO ORDER Council President Bancroft called the meeting to order at 7:34 p.m. OPEN PUBLIC MEETINGS ACT STATEMENT Mr. Bancroft read the following statement into the Minutes: In compliance with the Open Public Meetings Act, NJSA 10:4-6, this is to announce that Adequate Notice of this meeting was provided in the following manner: On January 10, 2017 advance written notice of this meeting was posted on the Official Bulletin Board in the City Hall, was emailed to THE BURLINGTON COUNTY TIMES and published on January 16, 2017, emailed to the CAMDEN COURIER POST, filed with the Municipal Clerk, and was mailed to all persons who requested and paid for such notice. Kennedy APPROVAL OF MINUTES April 25, 2017 Regular Session Minutes April 25, 2017 Executive Session Minutes MOTION - Councilman Thibault made a motion to approve the above referenced minutes as present, seconded by Councilman Schwedes. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Abstain – Carlbon. Motion Carried. 1 PUBLIC COMMENT ON AGENDA ITEMS ONLY Please state your name and address clearly for the record. President Bancroft opened the meeting to public comment on agenda items. There was none. MOTION – Councilman Thibault made a motion to close public comment, seconded by Councilman Schwedes, and unanimously carried. PRESENTATION – WELLNESS WITH DEBBY SCHIFFER Ms. Schiffer, the Wellness Director for the JIF and a personal trainer, gave a presentation to Council about the value of having healthy employees. Mr. Wolbert explained that the City gets $750 a year through the JIF for Wellness programs. Ms. Shiffer added that there are many things that are free such has nutritionist and dieticians. The link showing Burlington County’s ranking as far as wellness is concerned is www.countyhealthranking.org. Council thanked Ms. Schiffer for her time and presentation. AMEND AGENDA TO ADD RESOLUTION 2017-61 MOTION – Councilman Thibault made a motion to amend the Agenda to add Resolution 2017- 61, seconded by Councilman Schwedes. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. PUBLIC HEARING ORDINANCE 2017-07 Mr. Bancroft called for Public Comment. Mr. Haaf, Laurel Street, asked what was going to be discussed in executive session since this Ordinance deals with the same project. Mr. Wolbert explained that this is just the monetary amount for the project. MOTION – Councilman Schwedes made a motion to close public hearing, seconded by Councilman Thibault, and unanimously carried. Motion Carried. ADOPTION ~ ORDINANCE 2017-07 MOTION – Councilman Thibault made a motion to adopt Ordinance 2017-07, seconded by Councilman Schwedes. Councilman Thibault asked if this is the grant from last year or this year, to which Mr. Wolbert explained that this is the grant from last year and allows the City to put this into the budget. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. Motion carried. RESOLUTION 2017-58 MOTION – Councilman Thibault made a motion to adopt Resolution 2017-58, seconded by Councilman Carlbon. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. Motion carried. RESOLUTION 2017-59 MOTION – Councilman Lowden made a motion to adopt Resolution 2017-59, seconded by Councilman Thibault. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. Motion carried. 2 RESOLUTION 2017-61 – TAX OVERPAYMENT 1054 WARREN STREET MOTION – Councilman Thibault made a motion to adopt Resolution 2017-61, seconded by Councilman Schwedes. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. Motion carried. OLD BUSINESS Mr. Wolbert advised the Governing Body to complete their FDS forms since they are due May 30, 2017. NEW BUSINESS There was no new business. BILL LIST – MAY 9, 2017 MOTION – Councilman Thibault made a motion to approve the bills as presented on the May 9, 2017 bill list, seconded by Councilman Carlbon. Ayes – Carlbon, Lowden, Schwedes, Thibault, Bancroft. Nays – None. Motion carried. CORRESPONDENCE Mayor Miller advised Council they were invited to a media event in Bordentown City on May 10, 2017 @ 1:00 p.m. Councilman Carlbon asked if anyone could attend. No one could. REPORTS Mayor Mayor Miller had nothing to report. Council Councilman Thibault advised everyone that the fishing derby is being held June 10th. Councilman Thibault was glad to see the new police vehicles being used. Councilman Carlbon thanked the police and Public Safety director on the arrest of the shooter. Councilman Schwedes said that in Delanco they are hearing good things about Beverly. Administrator/Public Safety Director Mr. Wolbert reported that Beverly did the scene processing and apprehended the shooter. He is charged with attempted murder. There was also a robbery suspect who was arrested. It has been calm on third and Laurel. The city is working with the landlords. President Bancroft added that it made a lot of difference working with the landlords. Councilman Carlbon told them to keep up the good work. Councilman Schwedes asked if anyone sent to the media. Mr. Wolbert responded that they just typically do not; the City posts it on the website when asked for a press release. Professionals - Mr. Raymond had nothing at this time. 3 Deputy Municipal Clerk - Nothing at this time. PUBLIC COMMENT President Bancroft opened the meeting to public comment. There was none. MOTION – Councilman Thibault made a motion to close public comment, seconded by Councilman Schwedes, and unanimously carried. Motion carried. RESOLUTION 2017-60 - EXECUTIVE SESSION A Resolution of the Common Council of the City of Beverly to hold Executive Session in accordance with the Open Public Meetings Act, P.L. 1975, Chapter 231, permitting the exclusion of the Public from a meeting in certain circumstances which the Governing Body deem now exist:  Subject matter will be Lauinger Field House Improvement Project. _____Attorney Client Privilege _____Acquisition of Real Property _X__ Contractual Matters _ X__Pending or Anticipated Litigation _____Personnel Matters _____Review of Executive Session Minutes MOTION – Councilman Thibault made a motion to adopt Resolution 2017-60, seconded by Councilman Schwedes, and unanimously carried. The Council, Attorney, Administrator, and Deputy Clerk entered executive session at 8:10 p.m. RECONVENE TO REGULAR SESSION President Bancroft reconvened to regular session at 8:33 p.m. ACTION TAKEN AFTER EXECUTIVE: Yes___ No _X __N/A____ ADJOURNMENT MOTION - Being no further business, Councilman Thibault made a motion to adjourn, seconded by Councilman Carlbon, and unanimously carried.
