THE COMMON COUNCIL OF THE CITY OF BEVERLY JUNE 13, 2017 MINUTES CALL TO ORDER Council President Bancroft called the meeting to order at 7:31 p.m. OPEN PUBLIC MEETINGS ACT STATEMENT “The Provisions of the Open Public Meetings Act have been met. Notice of this meeting, Resolution 2017- 16, was posted on the Official Bulletin Board in City Hall, was published in The Burlington County Times on January 16, 2017, emailed to the Camden Courier Post, filed with the Municipal Clerk, on January 10, 2017, and was mailed to all persons who requested and paid for such notice.” Read by Council President Bancroft. Kennedy APPROVAL OF MINUTES May 23, 2017 Regular Session Minutes MOTION - Councilman Schwedes made a motion to approve the above referenced minutes as present, seconded by Councilman Thibault. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent. – Carlbon. Motion Carried. 1 PUBLIC COMMENT ON AGENDA ITEMS ONLY Please state your name and address clearly for the record. President Bancroft opened the meeting to public comment on agenda items. There was none. MOTION – Councilman Thibault made a motion to close public comment, seconded by Councilman Schwedes, and unanimously carried. RESOLUTION 2017-68 ~ LICENSE AGREEMENT FOR USE OF FACILITIES AT BEVERLY UNITED METHODIST CHURCH (FARMERS’ MARKET) MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Schwedes. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. RESOLUTION 2017-69 ~ CLOSE OUT 2012 COUNTY PARK DEVELOPMENT GRANT MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Lowden. Councilman Thibault questioned what this was for, to which Mr. Wolbert replied that this grant was for mulch, playground equipment, etc. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. RESOLUTION 2017-70 ~ ACCEPTANCE OF 2016 AUDIT Mr. Wolbert explained that he had an exit audit prior to the audit being submitted. Everything is in good order. MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Schwedes. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. RESOLUTION 2017-71 ~ BURLCO JIF 2018 RENEWAL Mr. Thibault asked if the premium reflected the membership in Beverly compared to the larger towns. Mr. Wolbert explained that the premiums are down and the dividends are going up. Mr. Schwedes asked if the City should get competitive rates outside the JIF, to which Mr. Wolbert explained that it would cost more. MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Schwedes. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. RESOLUTION 2017-72 ~ DISCHARGE OF MORTGAGE 61 RAILROAD AVENUE MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Schwedes. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. 2 RESOLUTION 2017-73 ~ 2017 SALARY RESOLUTION MOTION – Councilman Thibault made a motion to adopt Resolution 2017-68, seconded by Councilman Lowden. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. OLD BUSINESS Clean Communities Funds – Councilman Lowden reported there is three years of funds from the Clean Communities Grant and advised that the money is given to keep the City clean. This should be spent on an annual basis. Mr. Wolbert said there was about $19,000 for the last three years, with an additional $5,000 for this year. He spoke with Clean Communities and the City can purchase a Billy Goat and the trash cans need replacing. They could also look into street sweeping. Mr. Wolbert can get quotes for this. The Clean Communities Committee want to purchase a sign for out front of City Hall. Mr. Thibault asked if Council could see what the funds could be used for. Mr. Wolbert will get that information for Council. Councilman Thibault thought an ordinance would be needed to enforce moving vehicles for a street sweep. Councilman Lowden said that education is important. Councilman Thibault asked if the Notice to Proceed was given for the Lauinger Field Project. Mr. Wolbert advised that next week they would begin, with the demolition being one day. NEW BUSINESS Resignation of Donna Snyder. Ms. Snyder explained the reasons for her departure (family) and thanked Beverly for the years she worked here. Council thanked Ms. Snyder for her time and wished the best for her husband. BILL LIST – MAY 9, 2017 MOTION – Councilman Thibault made a motion to approve the bills as presented on the May 9, 2017 bill list, seconded by Councilman Lowden. Ayes – Lowden, Schwedes, Thibault, Bancroft. Nays – None. Absent – Carlbon. Motion Carried. CORRESPONDENCE  Edgewater Park holding public hearing Thursday, June 15, 2017 @ 7:00 in the Municipal Building – reexamination of Master Plan.  DOT has awarded Beverly $205,000 for Road Improvements (FY 2017).  Paul Farnum Trust thanked Mr. Wolbert for use of City Hall so they could interview candidates for scholarships. REPORTS Mayor Mayor Miller extended his thanks to Donna. She is one of the nicest people. Council Councilman Thibault advised everyone that the Fishing Derby was a nice event and thanked everyone who helped. There is a meeting on Thursday for the summer concerts. Councilman Schwedes said they handed out a lot of food and drink at the derby. 3 Councilman Lowden said that his grandson did not catch any fish. He did report there is a planning meeting on Saturday (for the residents). Administrator/Public Safety Director Mr. Wolbert said there was a vision session for the residents concerning the waterfront, downtown business, and Cooper from Oak to Railroad. It will run from 8:45 a.m. to 2:00 p.m. They invited Planning Board members. Mr. Wolbert advised everyone that they put in improved lighting in town, including two floodlights at the River and one at the park across from City Hall. Mr. Wolbert advised everyone on Community Events to get their vouchers in. There have been break ins in unlocked cars. The City is going out for RFPs for Emergency Services, accepting them by July 6th. Mr. Wolbert acknowledged Ms. Snyder, his friend who sat beside him for several years. He wished her all the best. Professionals - Mr. Raymond wished Ms. Snyder the best of luck with her husband. Deputy Municipal Clerk - Nothing at this time. PUBLIC COMMENT President Bancroft opened the meeting to public comment. Mr. Dennis Rogers, of Edgewater Park discussed the Riverfront Historical Society. He encouraged people to come to their place to see the artifacts. Mayor Miller said there is a young woman who is 100 years old and he would like her name. Mr. Wolbert said that Mr. Rogers could look in our safes for historic papers. Paul Bent, 130 Warren Street, wanted to engage Council to discuss waiving permits fees for the Beverly United Methodist church in the near future. Mr. Haaf thanked Ms. Snyder for her years of service. Mr. Haaf suggested installing trashcans on the poles in the playgrounds. The Memorial Day Parade went very well and thanked Paula and Rich Wolbert. The route to the River is an important part of the parade; and Mr. Wolbert made that possible. Mr. Lowden said that Mr. Haaf’s comments were correct. Paula does need to be thanked for all her efforts. MOTION – Councilman Thibault made a motion to close public comment, seconded by Councilman Schwedes, and unanimously carried. Motion carried.
