Schwedes APPROVAL OF MINUTES June 13, 2017 Regular Session Minutes MOTION - Councilman Thibault made a motion to approve the minutes as presented, second by Councilman Lowden. Ayes – Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Abstain – Carlbon. Motion Carried. 1 JIF PRESENTATION Bonnie Ridolfino of Hardenbergh Insurance Group gave a presentation regarding Safety, including PEOSH, Safety Incentive Programs, and Wellness. Paul Forlenza of the Burlington County JIF gave the Council an overview of the renewal of the JIF Membership, including Beverly’s Loss funding since 2014. Council advised him that they had renewed the membership at the last meeting. PROCLAMATION – BENEVOLENT & PROTECTIVE ORDER OF ELKS #2550 Mayor Miller read the Proclamation and presented it to the Elks. PUBLIC COMMENT ON AGENDA ITEMS ONLY President Bancroft opened the meeting to public comment on the agenda items. Mr. Haaf asked for the property addresses for the Resolutions concerning the liens. Mr. Wolbert supplied him with the addresses. MOTION – Being no further public comment, Councilman Thibault made a motion close Public Comment on agenda items only, seconded by Councilman Carlbon, and unanimously carried. RESOLUTION 2017- 74 ~ AUTHORIZE PARTICIPATION IN BURLINGTON COUNTY SAFE STREETS INITIATIVE COOPERATION AGREEMENT FOR MUTUAL AID MOTION – Councilman Thibault made a motion to adopt Resolution 2017-74, seconded by Councilman Lowden. Councilman Thibault questioned if this was a yearly agreement, to which Mr. Wolbert explained that this is new from the new prosecutor for the mutual aid task force. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. RESOLUTION 2017-75 ~ RENEWAL ABC LICENSE W.A. CORTWRIGHT T/A AMERICAN LEGION (CLUB LICENSE) MOTION – Councilman Lowden made a motion to adopt Resolution 2017-75, seconded by Councilman Thibault. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. RESOLUTION 2017-76 ~ RENEWAL ABC LICENSE PATSON T/A F & M LIQUORS MOTION – Councilman Thibault made a motion to adopt Resolution 2017-76, seconded by Councilman Lowden. Councilman Thibault asked if they were doing anything to clean the place, to which Councilman Carlbon added they built a fence for the garbage. Mr. Wolbert added the fence had to come down as it was in the City’s parking lot. Councilman Carlbon asked if they could do something to about beautifying the building, to which Mr. Wolbert responded that they are moving the door to the side and other cleanup. Councilman Carlbon was concerned with minors entering the liquor store without an adult. He asked that they be more proactive with not allowing minors in the store without adults. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. 2 RESOLUTION 2017-77 ~ RENEWAL ABC LICENSE ATHLETIC CLUB (CLUB LICENSE MOTION – Councilman Lowden made a motion to adopt Resolution 2017-77, seconded by Councilman Thibault. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. RESOLUTION 2017-78 ~ AMENDING RESOLUTION 2017-04, ENTITLED CASH MANAGEMENT PLAN BY ADDING THE DEPUTY MUNICIPAL CLERK AS A SIGNER MOTION – Councilman Thibault made a motion to adopt Resolution 2017-78, seconded by Councilman Carlbon. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. RESOLUTION 2017-79 ~ AMENDING RESOLUTION 2017-27 ENTITLED “PETTY CASH” MOTION – Councilman Thibault made a motion to adopt Resolution 2017-79, seconded by Councilman Carlbon. Councilman Carlbon asked for an explanation. The Deputy Clerk explained that the previous Clerk’s name was on this and had to be removed due to her resignation. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. RESOLUTION 2017-80 ~ AGREEMENT WITH BURLINGTON COUNTY OF RECYCLING AND SOLID WASTE SERVICES AGREEMENT MOTION – Councilman Lowden made a motion to adopt Resolution 2017-80, seconded by Councilman Thibault. Councilman Carlbon asked if the City had gone out to bid yet for the solid waste removal, to which Mr. Wolbert said it would be out the end of the week. Ayes – Carlbon, Lowden, Thibault, Bancroft. Nays – None. Absent – Schwedes. Motion carried. CONSENT AGENDA – The following Resolutions (2017-81, 82, 83, 84) shall constitute a Consent Agenda and be voted on collectively: MOTION – Councilman Lowden made a motion to approve the insertion of the consent agenda, seconded by Councilman Thibault, and unanimously carried. BILL LIST Approval of the May 23, 2017 Bill List MOTION – Councilman Thibault made a motion to approve the bills from the bill list, seconded by Councilman Lowden. CORRESPONDENCE PSE&G – Modified Statewide Freshwater Wetlands General Permit #2 for Installation of New Natural Gas Distribution Mains in Public Rights-of-Way (for upgrading existing gas mains. Application is on file in Municipal Clerk’s Office. Read by Mayor Miller. REPORTS Mayor – Mayor Miller reminded everyone that it is the beginning of summer. Have fun and be careful. Council – Councilman Thibault reported that eh Fishing Derby was a success. The Committee Events committee is working on the summer concerts and Community Day. Councilman Carlbon reminded everyone that the farmers’ market has moved to the Methodist Church on Jennings. It is open 3 to 6 on Thursdays. Councilman Lowden advised everyone that the Planning Board meeting has been canceled this month. Administrator/Public Safety Director – Mr. Wolbert reported that this Thursday there would be a meeting concerning the pipe work project on Magnolia. The engineering is reaching out to a few residents with sump pumps. The concession stand demolition permit will be ready tomorrow. They plan to take one day for the demolition. The body cams came in for the police. Mr. Wolbert is getting quotes for e-tickets. Professionals – Mr. Coleman had nothing at this time. Municipal Court Administrator - Acceptance of the April 2017 Court Report – marked as read. 4 PUBLIC COMMENT Please state you name and address clearly for the record. Kevin Mickle, 807 Third St. thanked the city for having the property at 803 Third Street maintained. He stated that the appearance of F & M Liquors is horrendous, to which Mr. Wolbert said the owners are blocking up the door that exits and moving it. They are working on the appearance. Juliana Feener-Craig, 441 Cooper Street Library thanked the governing body for their donation to the library. She announced a National Night Out ice cream social on August 1st from 5 to 10. Council and the police are invited. She also asked for a liaison form county for the Library. Council President Bancroft though the Police meet and greet is a good idea. Councilman Lowden said that he is the representative to the Library, as well as the Historic Society. He did attend the Historic Society meeting and asked what nights the Library meets, to which Ms. Feener-Craig said the need meeting is Thursday night August 3rd. Jackie Bryan, 165 Warren St., asked about the questions concerning Clean Communities at the last meeting. Councilman Thibault asked what they do for clean Communities. Ms. Bryan said they are having a clean up now through July 1st for the cleanest area. They intend to throw a pizza party and give out hats and t-shirts. They have a contract with OTC for clean up, which started June 5th. Mr. Wolbert advised her that the City needs the contract. Councilman Lowden said at the last meeting, he brought it up to buy a wart hog/Billy Goat. The discussion was concerning the monetary amount in the grant for the past three years. They need to spend this money. Councilman Carlbon said they have been in touch with Sandy Huber concerning the purchase of garbage cans, sign. An unidentified woman said they had asked Council and never received any input. Mr. Wolbert explained that he spoke with Trash Pro, and it does not matter what trash cans we get, they are not going to pick up the trash from it. Public Works will have to pick it up. Councilman Thibault asked if they contact the school to teach the children about clean communities. Ms. Bryan said they approached the school. An unidentified man thanked the clean communities committee. Mr. Haaf said that two Saturdays ago, there was an event at the Housing authority for ideas as to how the City should look. He said it is frustrating that there is a drawer in city Hall with plans. The County should go out seeking big developers. The Bridge Commission needs to step up and get things done. Councilman Lowden said the Bridge Commission has money from DVRPC. There was a lot of work for the Rt. 130 Corridor Plan. The bridge commission met with developers and mayors of the towns along Rt. 130. In Beverly, the Family Dollar came in and it is a positive thing. Something needs to be done along the waterfront. The Planning people are helping, but need to move it along. Councilman Thibault said that one developer sent $1 million (Mr. Raia), who has been very helpful. Georgine Sarro, 620 Third St. Beverly Commons, said that Cooper Street is picking up and she is very proud of the progress. Council President Bancroft added the City is moving forward. Mr. Wolbert said there are new owners at 622 Cooper. Warren Street has a problem with parking so it is difficult for businesses to open. Becky Carlbon, 434 Jennings, said F & M just renewed the liquor license. It is not just a package store. If they change the check cashing to a restaurant, could they serve alcohol. Councilman Lowden said that Rutgers students had a plan for along the River. The maps were in City Hall. Mayor Miller added that the City has to revision itself and they need more people to offset the taxes. MOTION – Being no further public comment, Councilman Thibault made a motion to close public comment, seconded by Councilman Lowden, and unanimously carried. Motion carried. EXECUTIVE SESSION – NOT ADOPTED ADJOURNMENT Councilman Thibault made a motion to adjourn, seconded by Councilman Carlbon, and unanimously carried.
