CALL TO ORDER
Council President Bancroft called the meeting to order at 7:32p.m.
OPEN PUBLIC MEETINGS ACT STATEMENT
“The Provisions of the Open Public Meetings Act have been met. Notice of this meeting, Resolution
2017-16, was posted on the Official Bulletin Board in City Hall, published in The Burlington County
Times on January 16, 2017, emailed to the Camden Courier Post, filed with the Municipal Clerk, on
January 10, 2017, and was mailed to all persons requesting and paying for same.”

President Bancroft welcomed the new Municipal Clerk, Sheri Hannah. Councilman Thibault also
welcomed her.
APPROVAL OF MINUTES
August 8, 2017 ~ Regular Session Minutes
MOTION - Councilman Schwedes made a motion to approve the above referenced minutes as present,
seconded by Councilman Thibault. Ayes – Schwedes, Thibault, Bancroft. Nays – None. Absent –
Lowden and Carlbon. Motion carried.

President Bancroft opened the meeting for public comment on agenda items only. There was none.
MOTION - Councilman Schwedes made a motion to close public comment on agenda items only,
seconded by Councilman Thibault, and unanimously carried.
INTRODUCTION ~ ORDINANCE 2017-10 – SALARY RANGES FOR EMPLOYEES
MOTION - Councilman Thibault made a motion to approve the Introduction of Ordinance 2017-
10, seconded by Councilman Schwedes.
Councilman Thibault asked why the Council has to adopt a new salary ordinance. Mr. Wolbert
explained that the new Ordinance offers salary ranges. The salary resolution states precise wages.
Ayes – Schwedes, Thibault, Bancroft. Nays – None. Absent – Lowden, Carlbon. Motion carried.
RESOLUTION 2017-95 ~ APPOINTMENT OF REGISTRAR OF VITAL STATISTICS,
MUNICIPAL PUBLIC AGENCY COMPLIANCE OFFICER MUNICIPAL ASSESSMENT FOR
IMPROVEMENTS SEARCH OFFICER BURLCOJIF SAFETY COORDINATOR
MOTION – Councilman Thibault made a motion to adopt Resolution 2017-95, seconded by Councilman
Schwedes. Ayes – Schwedes, Thibault, Bancroft. Nays – None. Absent – Lowden and Carlbon.
Motion carried.
OLD BUSINESS
Mr. Wolbert advised the governing body that he and Mr. Coleman would be meeting with the Law and
Ordinance Committee about the changes to the Sight Triangle Ordinance.
NEW BUSINESS
There was none
BILL LIST- AUGUST 22, 2017
MOTION - Councilman Thibault made a motion to approve the Bill list, seconded by Councilman
Schwedes.
Mr. Schwedes questioned why Top Notch was on the bill list. Mr. Wolbert stated that since a tree
limb had fallen on the wires at 200 Broad Street and that they were not PSE&G lines, the City had to
call in Top Notch to remove the limb.
Ayes – Schwedes, Thibault, Bancroft. Nays – None. Absent – Lowden, Carlbon. Motion carried.
CORRESPONDENCE
PSE&G - changes in Green Program and Recovery Charge
Walk for Life 9/10/2017, Human Services Facility, Suicide Awareness
PSE&G - Annual Commodity Charge Proposed increase in Cost.

REPORTS
Mayor – Mayor Miller had nothing to report

Council – Committeeman Thibault discussed Community Day. He stated that hopefully Clean
Communities would be offering pumpkin painting and that this Friday would be the last concert for the
summer.
Councilman Schwedes spoke about the eclipse.
Administrator/Public Safety Director – Mr. Wolbert welcomed Sheri Hannah, new Acting Clerk.
Mr. Wolbert stated that there will be a staging area in front of the building for Endeavor. There have been
positive responses from the residents regarding the first aid squad. Mr. Schwedes stated that the first aid
squad was called to the American Legion and the response time was two and a half minutes.
Mr. Wolbert stated that the concession stand should be done by the end of September. The tot lot is going
up at the school.
Willingboro Township will be coming in next week to clean out the storm drains at Putnam and Locust.
The New Jersey has proposed rules concerning raises and hiring which we will present a resolution for
consideration opposing the proposed rule at the next meeting. This is already addressed in OPMA. We
will be installing an outlet in the front of the building for the ambulance. Councilman Thibault asked if
we could get funding from DOT for the problem at Manor and Railroad to which Mr. Wolbert responded
we have submitted to DOT and received Notification of Funding Approval. This year the City will be
addressing Magnolia Street for piping and curbs. Next year will be the concrete. The trash bids will be
opened next week.
Professionals – Thomas Coleman had nothing to report at this time.
Ms. Hannah said that she appreciated the opportunity to work for the City. Mrs. Kennedy also welcomed
her.

Acceptance of the July 2017 Court Report
MOTION - Councilman Thibault made a motion to accept the July 2017 Court Report, seconded by
Councilman Schwedes. Ayes – Schwedes, Thibault, Bancroft. Nays – None. Absent – Lowden,
Carlbon. Motion carried.

President Bancroft opened the meeting to public comment.
Becky Carlbon, 434 Jennings Street, announced that the Green Team will be meeting Thursday evening
at the Beverly Commons,7:00 pm to discuss “Garbage of the World.”
MOTION – Councilman Schwedes made a motion to close public comment, seconded by Councilman
Thibault, and unanimously carried.
RESOLUTION 2017- EXECUTIVE SESSION – NOT ADOPTED
ADJOURNMENT
MOTION - Being no further business, Councilman Thibault made a motion to adjourn, seconded by
Councilman Schwedes, and unanimously carried. The meeting was adjourned at 7:54 p.m.
