THE COMMON COUNCIL OF THE CITY OF BEVERLY OCTOBER 10, 2017 MINUTES CALL TO ORDER Council President Bancroft called the meeting to order at 7:32p.m. OPEN PUBLIC MEETINGS ACT STATEMENT “The Provisions of the Open Public Meetings Act have been met. Notice of this meeting, Resolution 2017-16, was posted on the Official Bulletin Board in City Hall, published in The Burlington County Times on January 16, 2017, emailed to the Camden Courier Post, filed with the Municipal Clerk, on January 10, 2017, and was mailed to all persons requesting and paying for same.” FLAG SALUTE Council President Bancroft led those in the Flag Salute ROLL CALL Present: Mayor: Randy H. Hannah APPROVAL OF MINUTES September 26, 2017 ~ Regular Session Minutes MOTION - Councilman Thibault made a motion to approve the above referenced minutes as presented, seconded by Councilman Carlbon. Ayes – Bancroft, Carlbon, Thibault and Lowden, Nays – None. Absent – None Abstain - Schwedes. Motion carried. Mr. Wolbert stated that the agenda needed to be amended to add Resolution 2017-114. 1 MOTION-Councilman Thibault made a motion to amend the agenda to reflect Resolution 2017-114 and Mr. Schwedes Seconded. Motion carried with a unanimous voice vote. PUBLIC COMMENT ON AGENDA ITEMS ONLY 1. Mr. Paice, 527 Broad Street, asked for information on Resolution 2017-114. Mr. Wolbert stated that this Resolution is awarding a contract to RTW for the 2015/2016 road improvements project for Magnolia Street. MOTION-Councilman Thibault made a motion to close public comment and Mr. Carlbon Seconded. Motion carried with a unanimous voice vote. PUBLIC HEARING - ORDINANCE NO. 2017 – 11 AN ORDINANCE ESTABLISHING CERTAIN TRAFFIC CONTROL REGULATIONS WITHIN THE CITY OF BEVERLY Mr. Haaf, 124 Riverbank Rd, questioned if this Ordinance only applies to the school zones. Mr. Wolbert stated that this applies to the entire town. Mr. Wolbert also stated that stop signs, at one time had to be approved by DOT, but the law was changed so that the City Engineer can certify them. In addition, there needed to be an inventory. Mr. Schwedes asked if there was an estimate on the cost for the signs. Mr. Wolbert stated that it would cost approximately $ 900.00 to reface 50 signs. As of now, there is not an estimate for new signs. The cost for a new sign with break - away pole is approximately $100.00 each. Mr. Lowden stated that there is only one four way stop in town, the signs on county roads, the county should have to pay for the signs. MOTION-Councilman Thibault made a motion to close public comment and Mr. Carlbon Seconded. Motion carried with a unanimous voice vote. ADOPTION - ORDINANCE NO. 2017 – 11 MOTION - Councilman Thibault made a motion to adopt Ordinance No. 2017-11, seconded by Councilman Schwedes. Ayes – Bancroft, Carlbon, Thibault and Lowden, Schwedes Nays – None. Absent – None Abstain - None. Motion carried. RESOLUTION 2017-110-AWARD OF CONTRACT TO SOUTH JERSEY SANITATION IN THE SUM OF $ 66,350.00 FOR HISTORIC RIVERFRONT NEIGHBORHOOD SOLID WASTE COLLECTION PROGRAM Mr. Thibault asked if this was just for pick up, not to include tipping fees. Mr. Wolbert stated that that is correct. 2  MOTION - Councilman Thibault made a motion to adopt Resolution 2017-110, seconded by Councilman Lowden. RESOLUTION 2017-112 APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A GRANT CONTRACT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR THE CITY OF BEVERLY 2018 ROAD IMPROVEMENT PROJECT Mr. Wolbert spoke about the Road Project. This work proposed will be on Magnolia Street. Mr. Wolbert explained that the pipes need to be changed and relocated. Mr. Thibault asked if the water discharging from these pipes is only from our town. Mr. Wolbert stated that most of it is but some is pumped from the county. The work may not begin until May because of the concrete work. When the work commences, trenches will be opened, the pipe changed and back filled all in the same day so that there are no open trenches over night. Mr. Thibault asked if the City would have to acquire bands for the work. Mr. Wolbert stated that the monies have already been appropriated. Absent – None Abstain - None. Motion carried. RESOLUTION 2017-113 DISCHARGE OF MORTGAGE, 212 WARREN STREET, BLOCK 1162, LOT 6. MOTION - Councilman Thibault made a motion to adopt Ordinance No. 2017-13, seconded by Councilman Schwedes. Ayes – Bancroft, Carlbon, Thibault and Lowden, Schwedes Nays – None. Absent – None Abstain - None. Motion carried. RESOLUTION 2017-114-COMMON COUNCIL OF THE CITY OF BEVERLY AWARDING A CONTRACT FOR THE 2015-2016 ROAD IMPROVEMENT PROJECT TO RTW CONSTRUCTION INC. FOR BASE BID ONLY IN THE AMOUNT OF$359,306.00. Mr. Kirchner stated that the total cost would be approximately $800,000.00-$900,000.00 to deal with the road from Penn St to Warren. The 2017-2018 grant funds will be used for this. MOTION - Councilman Thibault made a motion to adopt Ordinance No. 2017-14, seconded by Councilman Lowden. OLD BUSINESS No old Business NEW BUSINESS Best Practices Mr. Wolbert explained the process of Best Practices. There are a couple of items that need to be addressed. The first being # 9, creating authorities to provide greater attention to public need. Mr. Bancroft stated that he feels that someone should attend the fire commission meetings. 3 Mr. Wolbert stated that the sick leave and longevity also need to be addressed. Memo from Mr. Wolbert addressing the Annual review of Municipal – created Authorities in the City of Beverly Read into the record by Mr. Wolbert. BILL LIST Approval of the October 10, 2017 Bill List MOTION - Councilman Thibault made a motion to approve the bill list, seconded by Councilman Carlbon. Ayes – Bancroft, Carlbon, Thibault and Lowden, Schwedes Nays – None. Absent – None Abstain - None. Motion carried. CORRESPONDENCE  Public Service gas rate adjustment. Hearing Oct 12, 2017at the Freeholders, Mt Holly, NJ 4:30pm to 5:30pm.  NJDOT Local Freight Impact Fund. Applications due December 19, 2017  Assembly Bill encouraging homeowners to plant native plants to support the bee population and create habitat for all kinds of pollinators.  Letter from Burlington County Hazard Mitigation. Read by the Mayor REPORTS Mayor – The Mayor mentioned the up- coming free mammograms. These are provided for people who have no insurance or low insurance. Council- Councilman Thibault thanked everyone including Mr. Wolbert, Sheldon, and Dan for all the help and participation on Community Day. Mr. Thibault also thanked Jennifer Gross for all the administrative help. Clean Communities for their participation. The next event will be the Halloween party at the school. It will be held from 6:30pm to 8:00pm. Councilman Carlbon also spoke about Community day. Mr. Carlbon stated that the turnout was good and seemed to have gone very smoothly. Mr. Carlbon along with some of the Clean Communities members toured the Recycle Center. They found it to be very impressive. The center is changing their standards due to the contamination caused by paper that may be mixed in with the plastic. Councilman Schwedes also gave congratulations on Community Day. Administrator/Public Safety Director- Mr. Wolbert spoke about the Burlington County Times putting out another story on the Survey. In addition, that he had received a call from Riverside inquiring about Beverly’s Redevelopment. Professionals – Mr. Coleman and Mr. Kirchner had nothing to report at this time. Endeavor Emergency Squad Monthly Report MOTION-Councilman Thibault made a motion to approve the Emergency Squad monthly report and Mr. Schwedes Seconded. Motion carried with a unanimous voice vote. 4 PUBLIC COMMENT Mr. Paice, 527 Broad Street, commented that Community day was very nice. Mr. Haaf, also commented that it was a success and that it was great idea to have community day along the river. MOTION-Councilman Thibault made a motion to close public comment and Mr. Schwedes Seconded. Motion carried with a unanimous voice vote.
