FINANCE COMMITTEE MEETING MINUTES April 7th, 2025, 7:30 a.m. Members present: Patty Gapen, Chairperson; Tammy Steward, Jamie Biegel Also present: Samantha Daugherty, Clerk; Shawn Dillingham, Fire Department Chief 1. Chairperson Patty Gapen called the meeting to order at 7:30am 2. The Committee reviewed all bills that were paid in March from both Utility Checking and General Checking. The committee reviewed the non-lapsing and savings and checking accounts for both utility checking and general checking accounts. The committee also reviewed journal entries from Work Horse and time sheets. Motion Steward, second Gapen to recommend the Board’s approval of the bills, non-lapsing accounts and journal entries for Wastewater and Water Utility departments and Village general checking. Motion carried. 3. The Committee reviewed the new revenue and expenditure line items for the Fire Department that were created to track the State Funding Assistance Award for EMS. Revenue line item is 100-00-43422-000-000 and Expenditure line item is 100-00-52200-413-000. 4. Chief Dillingham presented the items he plans to purchase using the state funding award following §256.12(4)(c). Some items will be over the purchasing policy amount. Motion Biegel second Gapen to approve the Chief to spend the funds according to program guidelines and will review receipts at the May Finance meeting. Motion carried. 5. Clerk Daugherty presented the options to sponsor the Wisconsin Rapids City Bank for the upcoming 2025 season. Motion Gapen second Steward to sponsor Wisconsin Rapids City Band at the $250 level which includes a concert and a half page add. Motion Carried. 6. Clerk Daugherty presented the journal entries from the 2024 audit that was completed. Committee review the entries.
