LEGISLATIVE, ORDINANCE AND ZONING COMMITTEE AGENDA
Wednesday April 8th, 2026 9:30a.m.
MEMBERS: Dan Muleski, Chairperson; Mark Honkomp, Tammy Steward via phone.

1. Call to Order: Chairperson Muleski called meeting to order at 9:30am.
2. Discussion and possible action on amendment to ordinance 1.1.3 Village
Treasurer The committee reviewed the amendments to ordinance 1.1.3 which included
deleting the section. The Treasurer position was combined with the Clerk position in
2024 which took effect when term expired in April 2025. Motion Honkomp second
Steward to approve the amendment to ordinance 1.1.3. Motion carried.
3. Discussion and possible action on amendment to ordinance 1.2 Appointed
Officials The committee reviewed the amendment to ordinance 1.2 which changed
Village Clerk to Village Clerk/Treasurer. Motion Honkomp second Steward to approve
the amendment to ordinance 1.2. Motion carried.
4. Discussion and possible action on amendment to ordinance 1.4.2 Plan
Commission The committee reviewed the amendment to 1.4.2. The Plan Commission
should consist of 7 members per Wisconsin State Statute §62.23. Daugherty stated she
heard from 2 residents that had previously expressed interest in serving. Appointments
will take place during the annual meeting in April. Motion Honkomp second Steward to
approve amendment to ordinance 1.4.2. Motion carried.
5. Discussion and possible action on amendment to ordinance 2.4.1 Standing
Committees and Appointments The committee reviewed the amendments to 2.4.1
relating to when the committee assignments are done. Current ordinance states at the
first board meeting in April however new trustees term doesn’t take effect until third
Tuesday in April which is the same day as the annual meeting. Amendments include
changing committee assignments to annual organizational meeting on the third Tuesday
in April. Motion Honkomp second Steward to approve amendment to ordinance 2.4.1.
Motion carried.
6. Discussion on updating ordinance 19.03 Regulation and Licensing of Dogs and
Cats continued discussion on multi dog exception permit. The Committee reviewed
Wisconsin State Statue §174.053 and discussed the need for this as there are residents
currently owning and licensing more than 3 dogs. Our current ordinance allows for 3.
The committee recommends establishing a multiple dog license with an initial issuance
fee of $100 and an annual renewal fee of $100. Individual dog tags under the multiple
dog license will be issued separately at a cost of $35 and include a tag for each dog up
to 8. The license will apply to residents with a minimum of four (4) dogs and a maximum
of eight (8) dogs, with no more than eight dogs permitted. The committee further
recommends that if two written complaints are received within a one-year period, the
license holder will no longer be eligible for a multiple dog license. Any instance in which
a dog is taken to the Humane Society will count as one complaint toward this total. The
multiple dog license/permit must be signed and renewed annually.
7. Discussion on letter received from resident. Muleski stated he received a letter from
a resident regarding the change to an ordinance and them requesting consideration of
their use as it was in place before the ordinance change was done. Muleski stated he
will work with Daugherty to review past communication with this resident and will bring
more information to the board meeting.
