Village of Biron – Plan Commission Minutes
Comprehensive Plan Meeting #1
January 28th, 2026 6:00pm
1. Call to Order – Plan Commission meeting: called to order by Jon
Evenson at 6:03pm. Members present Kayla Lumaye, Pete Wolter, Tom
Schneider, Dan Muleski, Samantha Daugherty, and Sam Wessel from
NCWRPC
2. Overview of Plan Update Process/Role of Plan Commission: Sam
provided an overview of process to update the comprehensive plan and
what the commission can expect over the next few months.
3. Review and recommendation of Public Participation Plan resolution:
Sam presented a state statue required public participation plan and
explained how important public input is during the comprehensive plan
update process. Discussed ways to inform public of meetings and
comments. Motion Lumaye second Schneider to recommend to the
board approval of Public Participation Plan. Clerk will assign a resolution
number and present it to the board at the February meeting. The draft
updates will be made available to the public on the ncwrpc.com
website. Motion carried.
4. Discussion of Planning issues: discussion took place on the updates that
have been completed in the village since the current plan was put into
place. Members talked about new roads that were completed in
Bridgewater and changes to buildings at ND. Members discussed the
CTH U project. Some of the projects that were discussed for the updated
comprehensive plan are a new TID, watermain looping for business park,
expansion of business park and certifying the business park and the
need for more multi-family and single-family affordable housing. Other
topics that were mentioned for future consideration were solar,
expansion of the fire department facility, recreational trails and parks,
boat landing improvements, vacant lots in the village and potential uses
of them, conservancy land and affordable housing.
5. Review of draft Chapters 2, 4, and 5: commission reviewed the draft of
each chapter. Sam stated some of the information was obtained from
various sources including the current comprehensive plan, WisDOT,
WisDNR, Wood County. Chapter 2 Natural, Agricultural, and Cultural
Resources; Chapter 4 Utilities and Community Facilities; Chapter 5
Transportation. Discussion around how to add future projects to the
appropriate chapters based on subject. Provided Sam with the updates
that have been made to garbage and recycling collection in the village.
Sam will take these updates and add to the draft of the chapters. Sam
asked that staff record on a map the parcels of land in the village that
may be reserved as conservation.
6. Set Next Meeting Date: Plan Commission has a monthly meeting
scheduled for the last Wednesday every month. Next meeting February
25th, 2026 at 6:00pm
7. Adjourn: Motion Muleski, second Wolter at 7:44pm.
