PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE
MEETING MINUTES
January 20th, 2026 9:00 A.M.
Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Member
Others Present: Kayla Lumaye, Public Works Director
1. Chairperson Mike Guillemot called the meeting to order at 9:02 a.m.
2. Discussion on Master Gardener’s update for Sunset Park plan –
Dan stated that he contacted Prairie Nursery to compare the cost of loose seed versus a
seeded mat. The seed costs $0.08 per square foot, while the seeded mat costs $5.22
per square foot. He also reached out to Julie Wolosek to get help with developing a
walking path through the park using fines (small gravel) to improve accessibility for
strollers and wheelchairs; however, he is still awaiting a response.
Dan measured the site and noted that the distance from the parking lot to Bill
Carpenter’s house is approximately 255 feet. The narrowest section of the park, closest
to the dock, measures 37 feet, while the section closest to Carpenter’s house measures
56 feet. Dan suggested beginning the project by removing weeds and preparing the
ground with a Harley rake prior to seeding. Jamie will look into obtaining a couple of
sprinkler heads for irrigation, and a pump will be needed to supply water from either the
river or a hydrant.
3. Discussion and possible action on furnace replacement for shop –
Kayla presented a quote from Guezlows for a furnace at the shop. Kayla stated it has
been working intermittently. After this furnace is replaced, there will be one more to
replace. Motion Muleski, second Biegel to approve the proposal from Guezlows for a
total price of $3,900. Motion carried.
4. Discussion and possible action on purchasing additional equipment on the
tornado siren to allow direct communication with the Wood County Dispatch
Center –
Kayla stated that the dispatch manager contacted her about adding additional equipment
to the tornado siren so it can integrate with their system. The new equipment would cost
approximately $6,000. Depending on how the equipment is installed, updates to certain
parts of the siren may also be required. Jamie suggested creating a new budget line
item for tornado siren expenses. This will be discussed further at the next committee
meeting.
5. Superintendent’s Report –
Kayla stated that she met with the Wood County Highway Engineer yesterday to mark
the trees that will be removed as part of the CTH U reconstruction project. She also
asked the committee to review the park survey that will be sent out to residents. Dan
suggested including a question about bringing back the ice-skating rink. Kayla noted that
the ceiling of the pole shed also needs to be spray-foamed. Although it currently has ½
inch of insulation, it is not sufficient to keep out the cold. Kayla will gather quotes and
present them at the next committee meeting.
6. Set next meeting date and time –
Next meeting will be held on February 24th at 10:00 AM.
Motion to Adjourn: Mike Guillemot, second by Jamie Biegel
