VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES January 7th, 2025 3:00 P.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Member Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk 1. Chairperson Mike Guillemot called the meeting to order at 2:59 p.m. 2. Discussion and possible action on memorial bench – Discussed a memorial bench that was destroyed during the windstorm in January 2022. If a resident purchased a memorial bench and it gets destroyed, the Village is supposed to be responsible for purchasing a replacement bench. Kayla will verify with the Village crew if the bench has been replaced. Mike will contact Mrs. Stark to verify she purchased the original memorial bench. 3. Discussion and possible action on key fob security system for municipal center and fire department doors – Kayla presented a quote from Mobile Lock for a key fob system. The system would eliminate the need for a key or code entry door. The system would be put on two municipal center doors and two fire department doors. The committee had a few questions regarding the system. What happens if the system malfunctions? Will we be able to use our keys yet if needed? Kayla will contact Mobile Lock to ask those questions. The committee recommends purchasing the key fob system but after the door to the fire department is replaced. Dan will contact Lee Doors and get a quote for the fire department door. Kayla will contact a couple other companies to also get a quote for the door. 4. Discussion and possible action on to security personnel – The village security person, Hilary, turned in her key on Friday January 3rd. The key fob system and security cameras would help the village eliminate the need for a security person. 5. Discussion and possible action on indoor pickleball court – Kayla stated she was approached by a resident about creating an indoor pickleball court. Kayla and the Village attorney, Nick Abts, created a waiver and release of liability form that each participant would have to fill out. The committee would recommend creating an indoor court and charging a fee of $5 per person per hour and fifteen minutes. 6. Superintendent’s Report – Kayla discussed how to pay for the garage door purchase, approved at the December 9th board meeting. Kayla asked the finance committee to move the $10,884.46 from Non-Assigned 2020 and the $2,492.39 from ARPA funds to the Garage Maintenance non lapsing fund to close out those two funds and to make the Garage Maintenance fund positive again. Additionally, Kayla asked for an early allocation of $1,000 to the Garage Maintenance non lapsing fund. This would bring the account to $7,701.21. Then the garage door purchase of $7,028 would be paid from that account leaving $673.21 remaining in that account. Kayla also reported that the new refrigerator for the kitchen arrived on December 27th.
