MEETING MINUTES
July 8th, 2025 8:45 A.M.
Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee

Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk;
1. Chairperson Mike Guillemot called the meeting to order at 8:47 a.m.
2. Discuss updated dock installation and removal proposals –
Kayla presented two quotes for dock installation and removal. The committee reviewed
and discussed the quotes. Motion Muleski, second Biegel to approve the quote from
Diamond Travers Landscaping LLC. Motion carried.
3. Discuss damage to boat slips –
The committee reviewed an invoice from MSC to replace a bumper. Samantha asked if
the cost can be billed to the renter of the slip. The committee stated historically damage
to the slips has been billed to the renter. The rental agreement has a clause about
damage to docks.
4. Discuss request from AAHC for discounted hall rental fees –
AAHC asked for a discounted hall rental fee. Motion Biegel, second Muleski to approve
a discounted hall rental fee of $125 for AAHC. Motion carried.
5. Discuss partnering with Master Gardner’s for Sunset Park plan –
Samatha and Mike met with the master gardener’s at Sunset Park to discuss how to
revive the park. Dan recommended a subcommittee of residents and one board member
be created to do planning and restoration to the park. Dan stated he would discuss this
with some of the residents to see if they would like to form a subcommittee.
6. Discussion on Accessibility Audit –
At the November election, the Village Hall was audited by an auditor selected by the
Wisconsin Election Commission. The audit found that the slope of the ADA entrance
was greater than 8% and needed to be addressed. The audit also found that there was a
need for two additional van accessible handicap parking spaces closer to the sloped
entry way. Dan believes that the building was built using ADA standards and that the
slope was under 8%, Dan plans to measure and verify. The committee asked that Kayla
get quotes from Adams County and from Arrow Precision on painting new van
accessible parking spaces.
7. Discussion and possible action on heating the pole shed –
This was discussed at the public works committee meeting and the public works
committee decided to pay for this using the garage maintenance fund.
8. Discussion and possible action on tornado siren repair –
Kayla discussed the repairs that were completed on the siren to make it work to 50% of
its capability. To make it work 100% two of the four drivers need to be replaced. Motion
Muleski, second Biegel to approve the invoice for the repairs and for the drivers for a
total cost of $4,852.40. Motion carried. Dan questioned if this was a Wood County
owned siren. Kayla stated it was not and that it was owned by the Village. The
committee had questions on how the siren gets set off during a storm. Kayla stated she
would call around and find out.
9. Discussion on committee responsibilities –
The committee reviewed their responsibilities. They decided to add that they oversee all
contacts, services and invoices pertaining to Village safety including Village of Biron fire
department.
10. Superintendent’s Report –
Kayla stated she has received a proposal from Econ Electric for a generator. Kayla
stated this proposal along with the others she plans to obtain will be discussed at the
next meeting under the 2026 budget.
11. Set next meeting date and time –
Next meeting will be held on July 29th at 8:45 AM.
