VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES July 29th, 2025 8:45 A.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk; 1. Chairperson Mike Guillemot called the meeting to order at 8:50 a.m. 2. Discussion on Accessibility Audit – Kayla stated she spoke with Arrow Precision and Adams County about parking lot painting. Adams County does not have equipment small enough for parking lot painting. Arrow Precision stated that to meet the audit requirement we would just need to paint a handicap symbol on the stall to the East of the entrance. The stall West of the entrance can stay as is because a driver can back into the stall if needed. The committee discussed the slope requirement of less than 8%. Dan measured the slope, and it was under 8%. Dan suggested that Samantha ask the auditor to explain how they determined the slope and that, if necessary, he can meet with the auditor to discuss this issue further. 3. Discussion on 2026 Budgets – The committee reviewed and discussed the 2026 budgets. The committee will meet again next month to submit the final budget. 4. Discussion on additions to newsletter – Kayla stated that a draft of the newsletter will be presented to the board on August 11th and asked the committee if they had any items they wanted to add to the newsletter. The committee suggested adding information about the slow no wake zone and asking for volunteers for the formation of a gardener’s subcommittee. 5. Discussion on Master Gardner’s update for Sunset Park plan – Dan has filled out a draft of the application. Dan stated that the educational goal for the project would be teaching people about native plants. Dan suggested adding small signs by the native plans with descriptions of each plant. Dan stated he has a bunch of native plants that he can donate for this project. Dan asked Samantha to give him the exact dollar amount of the donation check from the Biron Licensee Group to add to the application and he also asked that the committee budget for Sunset Park upgrades. The committee has decided to budget $2,500 for future upgrades. Dan stated that five residents have expressed interest in forming a subcommittee to help with planning and designing for the upgrades. Mike suggested that a picnic table be added but with the intention of making it removable so it can be stored inside in the winter. Dan would like to wait on making the picnic table purchase until he discusses it with the gardener subcommittee.  6. Superintendent’s Report – Kayla stated she is in the process of obtaining more quotes for the generator at the municipal center. She is hoping to have that by the next meeting. Kayla stated that fire chief, Shawn Dillingham, asked that the glass on the new door in the fire department be replaced with high security glass. Kayla stated that Shawn’s concern stems from the fire department previously being broken into. Mike approved the purchase. 7. Set next meeting date and time – Next meeting will be held on August 19th at 8:45 AM.
