VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES October 28th, 2025 9:00 A.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk; Shawn Dillingham, Fire Chief, Gary Johnson and Byron Wirth, United Medical Response 1. Chairperson Mike Guillemot called the meeting to order at 9:00 a.m. 2. Discussion and presentation on ambulance contract – Gary Johnson, co-owner of United Medical Response, provided a brief history of the company and an overview of the services they offer. The committee and Fire Chief engaged in discussion with representatives from United, asking several questions regarding their operations. The discussion primarily focused on training, on response times, and overall cost differences. The committee asked that Shawn provide data at the next board meeting regarding the cost to refill oxygen tanks, the estimated monthly training costs, and the average response times. 3. Discussion and possible action on municipal center generator purchase – Kayla presented two quotes for a generator at the hall. Econ was not able to offer a 40kW generator. Motion Muleski, second Biegel to approve the proposal from Wolter for a total cost of $55,070. Motion carried. 4. Discussion on Master Gardner’s update for Sunset Park plan – Dan stated that he met with the master gardeners and Bill Carpenter at Sunset Park. The master gardeners indicated that they have a shoreland planting specialist who can assist with the project. Another meeting will be scheduled when James Judd is available to discuss tree preservation. Bill Carpenter requested that a solid fence be installed between the park and his home instead of a tree or shrub barrier. Dan noted that two dead ash trees need to be removed. One on Bill Carpenter’s property and one within the park. Kayla will contact Beaver Tree to remove the tree located in the park. 5. Discussion and possible action on furnace for village shop – Kayla stated the furnace in the breakroom at the shop stopped working and was leaking carbon monoxide. The furnace has been replaced. The purchase will be made using the garage tools, equip, misc line-item. 6. Discussion on playground equipment grant application – Samantha discussed a 50/50 grant through GameTime to update the playground equipment. The grant would strictly be for equipment. The ADA accessible surface would be a separate purchase. The committee suggests waiting to apply for grants until a plan is in place. Shawn recommended using NPPGov to get better rates for equipment and accessible surface. 7. Superintendent’s Report – Kayla stated the gates for the trail have all been installed. Kayla stated that CWPCo plans to remove our buoys for us. 8. Set next meeting date and time – Next meeting will be held on November 18th at 9:00 AM.
