MINUTES SUBJECT TO VILLAGE BOARD APPROVAL VILLAGE OF BIRON BOARD OF TRUSTEES SPECIAL BOARD MEETING MINUTES – November 3rd, 2025 The November 3rd, 2025 Special Village Board meeting was called to order at 6:34 pm by President Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to Wisconsin State Statutes. PRESENT: Jon Evenson, Mark Honkomp, Mike Guillemot, Dan Muleski, Jamie Biegel. Also present Samantha Daugherty and Chief Shawn Dillingham. Excused Tammy Steward and Patty Gapen. PUBLIC COMMENT: 2 members of the public were present. Discussion and possible action on Resolution 25-13 approving a Certified Survey Map from Classic Development for parcel 2400609: The Board agreed to move this item to the top of the agenda. Keith Helmrick presented a Certified Survey Map for parcel 2400609 prepared by Lampert-Lee & Associates that divides one parcel into two outlots for property located on Red Hawk Court. Motion Muleski second Guillemot to approve Resolution 25-13 approving the CSM dividing one parcel into two outlots for property located on Red Hawk Court specifically parcel 2400609. Motion carried. Discussion and possible action on recommendation from Plan Commission for rezoning Parcel 2400123B from A-1 Agricultural to B-1 Business/Commercial: The Board agreed to move this item to the top of the agenda. Rick Carlson was present and represents the sellers of the property being re-zoned. He stated he and the sellers thought the property was already commercial. Evenson and Muleski discussed the Plan Commission recommendation and requests that came up during the public hearing. Muleski stated the neighbors were supportive of this re- zone and requested a buffer area when the new owner begins to develop the property. Those plans will be brought up at a future Plan Commission meeting. Motion Guillemot second Biegel to re-zone the parcel 2400123B from A-1 Agricultural to B-1 Business/Commercial. Motion carried. 2026 Preliminary Budget: President Evenson presented the preliminary budget for 2026. Motion Evenson, second Honkomp to approve the preliminary budget of proposed revenue and expenses of $1,411,444. Motion carried. The Board of Trustees may vote to convene in closed session pursuant to Wis.Stat.§19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session to discuss quotes for ambulance services for the Village. Motion Honkomp second Guillemot to go into Closed session at 7:05pm. Roll Call Vote Evenson Aye, Honkomp Aye, Guillemot Aye, Biegel Aye, Muleski Aye. Motion Carried. The Board of Trustees reserves the right to enter into open session authorized by Wis. Stat. Section 19.85(2) to possibly take action from the closed session and continue with the agenda. Motion Muleski second Honkomp to come into open session at 7:30pm. Roll Call Vote Evenson Aye, Honkomp Aye, Guillemot Aye, Biegel Aye, Muleski Aye, Motion Carried. Motion Honkomp second Guillemot to counter offer Wisconsin Rapids a rate of $36/per capita for 2026 and $46/per capita for 2027 for Ambulance services. Evenson opposed, Biegel opposed. Motion carried. The Board of Trustees may vote to convene in closed session pursuant to Wis.Stat.§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion Evenson second Biegel to enter into closed session at 7:37pm. Roll Call Vote Evenson Aye, Honkomp Aye, Guillemot Aye, Biegel Aye, Muleski Aye. Motion Carried. The Board of Trustees reserves the right to enter into open session authorized by Wis. Stat. Section 19.85(2) to possibly take action from the closed session and continue with the agenda. Motion Muleski second Biegel to return to open session at 7:54pm. Roll Call vote Evenson Aye, Honkomp Aye, Guillemot Aye, Biegel Aye, Muleski Aye, Motion carried.
