VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES November 18th, 2025 9:00 A.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk 1. Chairperson Mike Guillemot called the meeting to order at 9:03 a.m. 2. Discussion on Master Gardner’s update for Sunset Park plan – Dan stated that the master gardeners met on November 12th, but he was not there. Dan touched on some of the plans for the park such as getting rid of the plants currently along the shoreline and replacing them with different plants. Dan stated he will contact Lillian from master gardeners to find out the next meeting date. Dan stated that the objective is to come up with a plan for the park and potentially do all the work in stages. 3. Discussion and possible action on payment to Beaver Tree for tree removal – Kayla stated that Beaver Tree removed the dead tree two days after the meeting. The cost of the removal was $1,250. Samantha asked if the payment could come from the donation received for Sunset Park, which is in the non-lapsing account. Dan suggested it be paid from remaining park funds and not non-lasing. 4. Superintendent’s Report – Kayla stated that Chief Dillingham stated that the fire inspectors found that all emergency lights need to be replaced. Kayla has ordered enough emergency lights for the municipal center and the municipal garage. Kayla stated that we have received the last invoice from MSC for dock removal. Along with the invoice MSC asked for verification on if the docks will be installed by MSC. The committee recommended that a letter be sent to MSC stating that we have gone with another company and attached the minutes from when the board decided to go with the lower bid. Kayla discussed the update on the ambulance contract; the Wisconsin Rapids counsel is meeting today to discuss the counteroffer. Samantha will email all committee members with Wisconsin Rapids’ decision. 5. Set next meeting date and time – Next meeting will be held on December 16th at 9:00 AM.
