VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES December 16th, 2025 9:00 A.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk 1. Chairperson Mike Guillemot called the meeting to order at 8:58 a.m. 2. Discussion on Master Gardner’s update for Sunset Park plan – Dan reported that the Master Gardeners met on December 4 and discussed several items. One topic was purchasing vegetation mats to establish plants, starting with the area closest to Bill Carpenter’s house to prevent the project area from being trampled. Because the area is quite large, a significant number of mats would be needed. The ground would need to be Harley-raked using village equipment to allow the mats to establish properly. The mats also require frequent watering, which would need to be planned; one idea discussed was pumping water from the river and using sprinkler heads. The gardeners reported that they spoke with Bill about a fence between the park and his property, and he agreed to a rope fence. The village crew could install it using cedar posts and rope. Other items discussed included obtaining a large rock from Classic Development for a memorial plaque thanking BLG for their donation, creating a walking path through the park using flat stones instead of pavement, and adding a bench and/or picnic table that would match existing park furnishings. Mike asked about other options, including seeking donations from local businesses or residents. The gardeners mentioned that some residents are willing to donate flowers for planting along the walking path. Dan stated that he could donate bergamot, which would look nice near Bill’s house. 3. Discussion on 2023-2028 and 2029-2034 capital improvement plans for the municipal center, municipal garage and parks – The committee reviewed the 2023–2028 and 2029–2034 Capital Improvement Plan (CIP). During the discussion, the committee suggested including a survey in the next newsletter to ask village residents what improvements they would like to see in the park, including the baseball diamond, volleyball court, soccer field, pickleball court, playground equipment, and Christmas decorations. The committee noted that once the community engagement study is received, the CIP should be updated based on that feedback. Dan asked whether grants are available to help cover the cost of playground equipment, and Kayla confirmed that grants are available. 4. Discussion on hall rental fee for family crisis center – The committee reviewed a request from the Family Crisis Center to use the rental hall and kitchen at no cost for a wellness fair in recognition of Sexual Assault Awareness Month. The event would be free and open to the public, and the organizers plan to invite several local businesses and individuals to offer wellness and self-care–themed activities. Motion Muleski, second Biegel to approve a one-time, no-cost use of the hall for the Family Crisis Center, with the understanding that any future use would require payment of the rental fee. Motion carried. 5. Superintendent’s Report – Nothing to report at this time. 6. Set next meeting date and time – Next meeting will be held on January 21st at 10:00 AM.
