MINUTES SUBJECT TO VILLAGE BOARD APPROVAL
VILLAGE OF BIRON SPECIAL BOARD MEETING
MINUTES – December 17th, 2025
The December 17th, 2025 Special Village Board meeting was called to order at 6:00pm by President
Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to the
Wisconsin State Statutes.
ROLL CALL: Jon Evenson, Patty Gapen, Mike Guillemot, Dan Muleski, Mark Honkomp, Tammy
Steward called into the meeting and Jamie Biegel excused. Also present Samantha Daugherty
PUBLIC COMMENT: 3 members of the public were present. No comments made during this time
and will speak during the agenda item.
DISCUSSION AND POSSIBLE ACTION ON SETTING INITIAL ISSUANCE FEE FOR RESERVE
“CLASS B” LIQUOR LICENSE AND UPDATES TO ORDINANCE 12.02: Discussion took place on
the newly transferred reserve “class B” liquor license. Clerk Daugherty provided a summary of the
license transfer from Grand Rapids and the issuance of this license to CCDC Up River at the last
board meeting. Daugherty explained this license is now Biron’s to issue and to set the initial
issuance fee. Grand Rapids has been paid for the initial issuance of the license as required by
state statue and transfer agreement. The edits to ordinance 12.02 are adding the reserve “Class B”
license to 12.02(3) annual quota and adding section 12.02(5)(e) Reserve “Class B” intoxicating
liquor license initial issuance cost of $10,000. Evenson asked if these edits were reviewed by
village attorney and Samantha confrimed they were. Motion Muleski second Gapen to approve the
updates to the ordinance and set the initial issuance fee. Honkomp opposed. Motion carried. Full
copy of the ordinance is available in the clerk’s office at the Biron Municipal Center and will be
published.
DISCUSSION AND POSSIBLE ACTION ON REMAINING 2025 NON-LAPSING ALLOCATIONS:
The board reviewed the non lapsing summary sheet that shows remaining allocations from the 2025
budget of $168,780.26. Motion Muleski second Gapen to approve the remaining allocations. Motion
carried.
ADJOURN: Motion Muleski second Gapen to adjourn at 6:22pm, Motion carried.
