MEETING MINUTES
August 8th, 2024 8:30 A.M.
Members Present: Mike Guillemot, Chairperson; Jamie Biegel, Committee Member; Dan Muleski

Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk
1. Chairperson Mike Guillemot called the meeting to order at 8:42 a.m.
2. Gates on walking trail –
Kayla presented a quote from Belson Outdoors for a gate. The trail would need five sets
of gates, ten gates in total. At $729 per gate plus shipping the total would be roughly
$7,690. Mike stated he reached out to a fence company from Stevens Point about
manufacturing the gates, but they never got back to him. Jamie suggested we contact
other area companies to get a quote. Kayla stated this must be approved at Monday’s
board meeting to be eligible as a TID expenditure. The committee recommends we
make the purchase as a TID 3 expenditure not to exceed $10,000. Kayla discussed the
need for concrete to place the gates. Mike suggested the concrete purchase be paid
from park funds.
3. Possible purchase of new playground equipment –
Samantha discussed an available grant for the purchase of new playground equipment.
Samantha discussed getting rid of the sand in the playground and replacing it with a
rubber base. Samantha stated the grant is available every year. The committee asked
that more research be done, and comparisons be shown of what the village would
receive for the money they put in.
4. Boat launch fee update –
Kayla provided more details as to what Mark Anderson from CWPCO is looking
regarding the launch fee. He is looking for an ordinance that states there will be a fee
along with how we plan to enforce said fee. Kayla asked Mark to put signs up in the
parking lot to indicate trailer parking so single cars are not parking in trailer parking
since they plan to charge a fee. Kayla discussed adding the launch fee to the boat dock
rentals. The committee suggested we add the daily launch fee as a surcharge. The
committee had a few other questions regarding the launch fee. Kayla will contact Mark
with the questions and will provide updates for the committee.
5. Vacating 48th Street –
Kayla stated fire chief Dave Kerkman had contact her regarding a conversation he had
with Rocky Biegel about the village vacating 48th Street (Marsh Road). Kerkman stated
the fire department does not utilize that road during emergency calls, they use Eagle
Road or Huffman Road. Kayla stated there are not any village utilities that run under the
road and the road is a hassle to maintain and plow because it is a gravel road. Mike
suggested this be referred to the correct committee. This item will be added to a public
works committee agenda and to a legislative, zoning and ordinance committee agenda.
6. Rental of facility by Sunset Point Park/ Aqua Skiers bathroom –
Kayla discussed the potential to rent out the shelter at the aqua skiers bathroom. Kayla
had spoken with Mark Anderson about renting the shelter, he approved but he had to
obtain approval from his boss. The committee recommends we start renting out the
facility, but they would like to know if we can get playground equipment there if we
plan to rent it out. Kayla will discuss it with Mark.
7. Superintendent’s Report –
Kayla discussed the need to purchase a replacement bench for the bench that was
destroyed during a storm in 2021. The committee approves the purchase of the heritage
bench from Belson Outdoors for $1,142.
