MEETING MINUTES
May 8th, 2025 8:00 A.M.
Members Present: Tammy Steward, Chairperson; Mike Guillemot Committee Members. Dan Muleski
excused
Others Present: Kayla Lumaye, Public Works Director
1. Chairperson Tammy Steward called the meeting to order at 8:05 a.m.
2. Discuss garbage pickup on Huffman Road during construction –
Kayla has been emailing back and forth with Tim Miller from Waste Management. Four
residents and the marsh would be affected by the construction. Kayla plans to contact
Larry Koopman to find out what the plan is for temporary access to homes for the
residents. More information to come.
3. Discuss committee responsibilities –
The committee reviewed their responsibilities. The only change made was to remove
landfills from the list of responsibilities.
4. Discuss semi-trucks on South Biron Drive –
Tammy would like Kayla to speak with Paul Vollert, Wisconsin Rapids Public Works
Superintendent, and see if they are willing to install a sign for us near Spring Street that
says no semi traffic past Spring Street. Tammy would also like the crew to remove two
signs at the Village limits and add a sign that states no semis except for deliveries.
5. Discussion and possible action on road striping for Kahoun Road –
Kayla presented quotes for striping Kahoun Road from Adams County Highway
Department, Arrow Precision and from Fahrner Ashpalt. The committee approved the
quote from Adams County Highway Department for a total of $1,780.
6. Discussion and possible action on equipment replacement –
Kayla presented municipal financing proposals from MacQueen Equipment. After
reviewing the different trucks for sale, the committee decided it would be in the Village’s
best interest to purchase a new truck. A new truck will last twice as long and come with
minimum miles or engine hours. Tammy asked Kayla to look into lower interest rate
loans through different financial institutions for this purchase. Kayla will contact
Envirotech and see what a new truck would cost from them. Kayla will have more
information at the next meeting.
7. Discuss information that was learned at local road forum –
Tammy discussed the information she learned at the Wood County local road forum.
Wood County has an experienced mechanic that can assist with problems that our crew
may not be able to solve. Wood County offers culvert replacement, sealcoating, paving,
engineering and a wide range of services. We can buy certain products from Wood
County at the price they purchase them at. Wood County has multiple road programs
available such as LRIP, MSID, etc. Overall, Wood County can do must anything to help
us out.
8. Discuss lighting along CTH U pedestrian trail –
Tammy discussed wanting to add solar lighting along the path. The lighting would be
between the seawall and the Jinsky Farm. Tammy wants to make sure the lighting is
uniform. Tammy also wants to make sure the parking lot by Fox Street will be well lit.
Kayla received an email from Jon stating Steve from Econ Electric would be interested in
assisting the Village with this project. Kayla will contact Steve.
9. Superintendent’s report –
Kayla stated that the Bridgewater projects costs have increased due to the new cul-de-
sac design. With the new costs, American Asphalt is less expensive than Wood County
by $5,580. Tammy asked Kayla to contact Brandon from Wood County and discuss this
with him. Kayla stated that Wisconsin Pump Works performed preventive maintenance
at the lift stations on April 30th. They found the following issues: the pumps at lift station
2 do not have chains which are used to pull the pumps in an emergency, the wires were
cut on the run time meter for pump 2 at lift station 3, the wear rings on pump 2 at lift
station 3 need to be replaced, there was a lot of grease build up at lift station 5 and there
was a foot thick mat of cranberries at lift station 6. Kayla asked them to send over a
quote for the pump chains and for the wear rings. The crew replaced the run time meter
yesterday. The grease comes from lift station 4 and degreaser was added on Tuesday.
The cranberries will be cleaned out with the vac truck.
Kayla discussed flooding along Shore Acres Dr. The crew attempted to clean out the
storm pipe with the vac truck. They got hung up on roots. Roto Rooter was called in to
clear the roots and clear the line, for a total cost of $1,350. Once the line began to flow,
the sand started to build up. The crew was able to get the sand out and get the line
flowing again. In the process of getting the water drained, a resident had 2 feet of water
backup in his basement. The water backup caused his furnace to short circuit. Due to
the furnace damage, he made an insurance claim. His insurance company requested
the Village to take out an insurance claim. The Village has done so. More information to
come from this.
10. Set next meeting date and time -
Next meeting will be held on May 29th at 8:00 AM.
