VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE MEETING MINUTES May 29th, 2025 8:00 A.M. Members Present: Tammy Steward, Chairperson; Mike Guillemot Committee Members. Dan Muleski excused Others Present: Kayla Lumaye, Public Works Director, Peggy Doughty, Utility Clerk 1. Chairperson Tammy Steward called the meeting to order at 8:05 a.m. 2. Discussion and possible action on preventative maintenance for generator – The committee reviewed a proposal form Total Energy Systems for preventative maintenance on the generators throughout the Village. Motion Guillemot, second Steward to approve the purchase of the annual inspection only preventative maintenance for each generator at a cost of $500 per generator. Motion carried. 3. Discussion and possible action on equipment replacement – Kayla presented proposals for new a vac truck from MacQueen Equipment and from Envirotech. Kayla also provided a proposal for a used 2017 vac truck from Envirotech. Kayla informed the committee that any truck 2013 or newer will be 12 to 13 feet high and would not be able to clear the garage door at the shop. The garage door at the shop is 141 inches which is just shy of 12 feet. The pole shed would need to be insulated and heated for proper storage of the vac truck. Kayla stated WE Energies is coming today to see if a service can be branched off the existing service to the shop or if they will need to run a new service. Tammy suggested building a bay for the vac truck within the pole shed so we do not have to heat the entire building. The committee asked that Kayla obtain the cost to heat the building and bring it to the board meeting along with the proposal for the used truck for approval. 4. Discussion and possible action on striping South Biron Drive – Kayla presented a proposal from Adams County for striping South Biron Drive. Kayla stated the board approved up to $4,000 for striping both Kahoun Road and South Biron Drive. Kayla also stated that the cost is so much more than Kahoun Road because it is a longer distance, has 2 solids yellow stripes versus one dashed yellow line, has 3 cross walks, 3 bike xing symbols, and 1 railroad crossing. The committee recommends that the board approve the proposal for a total cost of $6,842.73. 5. Discuss lighting along CTH U pedestrian trail – Kayla stated that Tammy and she met with Steve from Econ Electric to get a proposal for lighting the trail. Kayla has not received the proposal yet. More information to come. 6. Discuss updates on Huffman Road project – Kayla provided an email from Larry Koopman with the project update. The project has been delayed because Larry is waiting for DNR approval of the Transportation Chapter 30 permit. Once he receives the approved permit, he can submit it to Ethan McGowan from the DNR. When Ethan receives the permit, he can then issue the storm water permit. Larry is also waiting for the approval of the nonmetallic mining permit from Wood County. When the project gets closer to starting Larry will hold a pre-construction meeting. Mike stated he is concerned that if the project continues at this same rate that it is going to affect cranberry harvest. 7. Discuss paving Business Park Drive – Kayla discussed paving Business Park Drive. Kayla stated that she spoke with Brandon from Wood County about this project. He gave a verbal proposal of $105,000 but stated it will be higher once he figures in clearing and grubbing. The committee recommends holding off on this project until it is needed. The committee stated there are other roads within the Village that need attention prior to this road. 8. Discussion and possible action on quote for Bauer Street lift station generator – Kayla presented a quote from Econ Electric for a permanent generator at Bauer Street lift station. Kayla stated that this is not a purchase that needs to be made yet but that the committee should start budgeting for one. Kayla is obtaining more quotes from Northland and from Current Technologies. Tammy asked that Kayla look to see if there are any grants available for this since it is for wastewater. 9. Superintendent’s report – Kayla stated that our insurance company covered the cost to replace Tim Hale’s furnace from his basement flooding using our no-fault sewer and water back-up endorsement. Tammy asked that Kayla check to make sure Tim replaced or installed a check valve or whatever is needed to prevent the flooding from happening again so we do not have to replace another furnace. Kayla stated that she was able to lower the cost of the WI pump works quote that was previously approved by $1,599.20. Since they are planning to install the parts during the next preventative maintenance inspection there is no mobilization fee anymore. Kayla stated that the Village has received the first couple of invoices from Fahrner for the new Bridgewater streets. Kayla stated that a claim was made to our insurance company to cover the cost of replacing the leaking water valve at the municipal center. Kayla stated that the tornado siren on top of the mill has stopped working. Kayla has contacted the mill and will be going up to look at it next week. More information to come. Kayla stated that she has figured out the Mariani rebate. After a discussion with our auditor, the deduct meter is considered to be wastewater and so it is not regulated by the Public Service Commission (PSC). Since it is not PSC regulated, the utility is legally able to go back to when Mariani bought the property in December of 2021. The auditor suggested we work out an agreement with Mariani on what they owe the utility. Kayla stated she felt it was right to charge them 10% of the total cost of $52,725 since 90% of the water used was evaporated. This means Mariani would owe the Village $5,275. Kayla and Peggy have a meeting on Monday June 2nd with Sean Sorenson, Mariani’s maintenance manager, and their accountants to discuss this. Kayla then discussed the 26th Street flow metering station not communicating again. Bill from B&M came out to diagnose the problem on Monday May 19th. Bill thought it was only a bad modem. Bill ran back to his shop and came back and switched out the modem. After going back and forth with Wisconsin Rapids, the flow metering station was still not communicating. Bill then figured out it was the processor for the SCADA system. On Friday May 23rd Todd from B&M came back and replaced the processor. After being replaced, the flow metering station began to communicate again. Kayla stated the updated processor was one part of what was needed to get the metering station to read back to our SCADA system. Since Wisconsin Rapids or Kayla have heard back from Wisconsin Rapid’s integrator, Kayla was told by Wisconsin Rapids to have B&M make the flow metering station read to our SCADA system. Kayla is having Bill prepare a revised quote on what else would be needed to make the flow meter station communicate to the Village’s SCADA system. 10. Set next meeting date and time - Next meeting will be held on July 8th at 8:00 AM.
