MEETING MINUTES
July 8th, 2025 8:00 A.M.
Members Present: Tammy Steward, Chairperson; Mike Guillemot and Dan Muleski Committee

1. Chairperson Tammy Steward called the meeting to order at 8:05 a.m.
2. Discuss lighting along CTH U pedestrian trail –
Kayla stated she has not received the proposal yet. Kayla will follow up.
3. Discussion and possible action on COM2 electronic recycling –
Kayla and Samantha were sent an email from COM2 recycling. They offer electronic
recycling at no cost to the municipality. They drop off a covered and locked container
that residents can drop their electronic recycling at no cost. They can keep this a no-cost
program by scraping the precious metals they harvest from the electronic recycling.
Motion Muleski, second Guillemot to approve the use of a covered container to offer
electronic recycling to Village residents. Motion carried. Dan suggested this start with a
soft opening and build up as we get a feel for how well the program runs.
4. Discuss updates on Huffman Road project –
Kayla stated they started working on the road yesterday. The DNR permits have been
approved now the holdup is the non-metallic mining permit. The permit is for hauling in
fill from an offsite location. Wood county posted their 30-day public hearing notice last
Thursday. Once the 30 days expires, Wood County is able to approve the permit. In the
meantime, Earth is tearing off the asphalt and crushing it to use a recycle to do the
culvert replacements. Earth plans to have the culvert replacements completed this week.
5. Discussion and possible action on payment options for new vac truck –
Kayla presented the financing option available through MacQueen along with an email
from the Village president with his ideas for funding. The committee recommends using
$100,000 from the public works truck/equip non-lapsing fund along with $200,000 from
the resurface streets non-lapsing fund to pay for the vac truck with the understanding
that it will be paid back. The committee recommends setting aside $70,000 each year for
three years on top of the normal allocations to repay the resurface streets non-lapsing
fund.
6. Discussion and possible action on heating the pole shed –
Kayla stated the pole shed needs to be heated to house the new vac truck. Dan came to
the shop and took measurements and looked how to get it in the building but it would not
work. Heating the pole shed will also help prevent the backhoe from freezing and gelling
in the winter time which helps response time when the equipment is needed. The shed
would be kept at 45 degrees. Motion Muleski, second Guillemot to approve the proposal
from ProSeal for insulating the shop and the proposal from Guelzow’s for installing a
heater for a total cost of $16,900 to be paid from the garage maintenance non-lapsing
fund using an early allocation of funds to the non-lapsing account.
7. Discussion and possible action on sale of equipment –
Kayla discussed selling the Village’s current vac truck once we receive our new one. The
committee would like the money from the sale to go back into the non-lapsing public
works truck/ equip fund.
8. Superintendent’s report –
Kayla discussed flooding that occurred on June 20th at a resident’s house. The resident
wants to hold the village liable, but our insurance company and attorney are stating it is
not our fault. The resident also requested records of all the infrastructure within 500 feet
of his house.
9. Set next meeting date and time -
Next meeting will be held on July 29th at 8:00 AM.
