MEETING MINUTES
July 29th, 2025 12:00 P.M.
Members Present: Tammy Steward, Chairperson; Mike Guillemot and Dan Muleski Committee Members
Others Present: Kayla Lumaye, Public Works Director, Samantha Daugherty, Clerk, Nicholas Abts, Village
Attorney, Tim Hale Lori Hale and Marilee Evenson, residents
1. Chairperson Tammy Steward called the meeting to order at 12:03 p.m.
2. Discussion on flooding along Shore Acres Drive and resident letter –
Kayla presented a letter that Tim Hale had given to his neighbors. Kayla discussed the flooding that has
occurred at 271 Shore Acres Drive. Tim also discussed the history of the flooding that started back in
April of this year at 271 Shore Acres Drive. Tim asked about the progress of the records request he
made 38 days ago. Kayla stated that the village has been trying to locate historical documents of this
storm line but was unable to find information about when this pipe was put in. Tim read a note that his
neighbor Bradley at 291 Shore Acres Drive gave him to read. The residents stated they would like the
Village to take action on resolving this issue. After committee discussion, Kayla stated the next step to
is to have the line televised and she will contact Wisconsin Rapids to get on their schedule.
3. Discussion on necessary agreement with a resident prior to Village performing any work –
Marilee expressed her concerns about a sinkhole that has been forming for a couple of years in her
backyard. Marilee believes that the sinkhole is related to the flooding on Shore Acres and requested the
sinkhole area be excavated. Kayla stated that the Village can start by televising the backyard drain line
and see if a pipe connects to the drain line. If a pipe does not, Kayla stated that her yard would need to
be excavated to see what is causing the sinkhole. Kayla presented a letter outlining the cost of using
the Village crew along with the consent and acknowledgement form outlining who is responsible for
what. The consent and acknowledgement form would need to be signed prior to any work being done.
The resident would be charged the costs outlined in the letter if the sinkhole is not the result of a
problem with Village infrastructure. Marilee asked for a copy of the letter. The letter will be mailed to her
after approval from Village Board. Kayla stated that the other option for excavation is to have the
resident use a contractor of their choice and if it is found that the sinkhole is due to Village
infrastructure, the Village will reimburse the resident the cost of the contractor.
4. Discussion and possible action on sewer rehabilitation proposal –
Kayla presented a proposal from HydroKlean to monoform a couple of decaying manholes. Motion
Steward, second Muleski to approve the proposal from HydroKlean for a total cost of $25,179 to be
paid from the non-lapsing storm and sewer replacement line-item. Motion carried.
5. Discussion and possible action on telemetry proposals for flow metering stations
Kayla presented three quotes for adding telemetry to the two flow metering stations to get them to read
to the SCADA system. Kayla stated that this is important so we are getting daily flow totals directly to
the office and so we know what were sending to Wisconsin Rapids. Motion Muleski, second Guillemot
to approve the proposal from Altronex at a total price of $16,463. Motion carried.
6. Discuss updates on Huffman Road project –
Kayla stated that the 30-day posting that Wood County did will be expiring on August 2nd. Once that
expires, the non-metallic mining permit can be issued, and Huffman Road work can continue. Kayla
also stated that due to the road being widened, two cranberry beds irrigation is affected. Two new
bulkheads will need to be installed and the old bulkheads will be removed.
7. Discussion on 2026 Budgets –
The committee reviewed and discussed the budget. The committee had a few questions on different
line-items. Samantha and Kayla will research the line-items and report back to the committee at the
next meeting. The committee will meet again next month to submit the final budget.
8. Discussion on additions to newsletter –
Kayla stated that the newsletter draft will be presented to the board on August 11th and asked the
committee if they have any items they want to be added to the newsletter. The committee asked that
the cranberry breakfast date be added to the newsletter.
9. Discussion on COM2 recycling event dates –
Samantha asked the committee when they would like to host the e-recycling events. The committee
decided on the last week of September for the first event. The committee asked that this be added to
the newsletter.
10. Discussion on cranberry breakfast –
The committee decided that the cranberry breakfast will be held on Saturday October 25th between
7:30 AM and 11:30 AM. Samantha discussed selling tickets in advance so we can get better count on
people in attendance. Tammy suggested selling the advance tickets at a discounted price of $10 per
ticket versus the at the door price of $12 per ticket.
11. Superintendent’s report –
Kayla stated that the early allocation to the garage maintenance fund needs to be approved so the
heater and insulation can be paid for. Kayla stated that CTH U will be closed starting August 4th through
August 29th to do the culvert replacement for the cranberry marshes. Kayla has a meeting with Wood
County highway department about the culvert replacement tomorrow morning at 7:30 AM. Kayla stated
that the leaking water valve at the municipal center is being fixed today. Kayla discussed when
MacQueen should have the truck inspected and delivered to the Village.
12. Set next meeting date and time -
Next meeting will be held on August 19th at 8:00 AM.
