VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE MEETING MINUTES August 19th, 2025 8:00 A.M. Members Present: Tammy Steward, Chairperson (present by phone); Mike Guillemot and Dan Muleski Committee Members Others Present: Kayla Lumaye, Public Works Director and Tim Hale, village resident 1. Chairperson Tammy Steward called the meeting to order at 8:00 a.m. 2. Discussion on flooding along Shore Acres Drive – Kayla discussed the condition of the pipe as seen by televising the line. The pipe is in poor condition, it has multiple holes, broken or collapsed sections and root balls. Kayla stated that last week she found a map showing that the back yard drain that was causing the flooding is Village owned. Kayla suggested that the pipe be excavated and replaced with a new pipe but done properly where the yards are sloped to drain into the pipe. The committee suggested that Kayla contact different engineering firms for a proposal on replacing the pipe and obtaining easements. Kayla then discussed a conversation she had with an upset resident. The resident was upset that we were trespassing on his property and that pictures were being taken without permission. Kayla attempted to explain the situation and tell him our ordinance states we are allowed to be on his property to investigate a utility issue and that no pictures were being taken. The resident stated he was going to get his attorney involved and he wanted all the names of everyone that was on his property. The resident also asked that he is notified prior to going into his yard again. Kayla stated she is working with fire chief Dillingham on making ID badges for the village employees so that we are bearing proper identification while performing work. The committee suggested that Kayla purchase safety vests that state Village of Biron also. 3. Discuss updates on Huffman Road project – Kayla stated that the non-metallic mining permit was officially issued last Wednesday. Earth had brought pumps onsite on Friday and began pumping down the pond. Once the pond is pumped down Earth can begin crushing rock. Tammy asked if it is possible to have Earth prepping Huffman so that rock can be laid down as soon as they begin crushing it. Kayla stated that probably could not be done because they would not be able to leave the road open to the residents along Huffman then. 4. Discussion on 2026 Budgets – The committee reviewed and discussed the 2026 budgets. Changes were made to reflect increases for next year. Motion Muleski, second Guillemot to approve the 2026 budgets and to submit them into the general fund budget. Motion carried. 5. Discussion on cranberry breakfast – Kayla stated that the breakfast is two months out and that a meeting needs to be held to discuss planning for the breakfast. Kayla also stated that letter for donations need to be sent out sooner than later. Tammy thought the letters were already sent. Kayla will verify and if not get them sent out after discussing the quantities we are asking for. 6. Superintendent’s report – Kayla stated that she attended PASER and WISLR training last Thursday so she can better understand roads, how to rate them and how to use the WISLR reporting features for running things such as capital improvement plans. Kayla stated that pressure testing was done on Waterview extension last week. Kayla stated that Fahrner finished installing water and sewer on B Street last week and will begin installing water and sewer on C Street this week. Kayla stated Fahrner is waiting to install more rock until Keith obtains a proposal from Earth on the price of the spare rock that they are crushing. Depending on price it could lower project costs because Fahrner currently trucks in their rock from Plover. 7. Set next meeting date and time - Next meeting will be held on September 30th at 11:00 AM.
