PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE
MEETING MINUTES
September 30th, 2025 11:00 A.M.
Members Present: Tammy Steward, Chairperson (present by phone); Mike Guillemot and Dan Muleski Committee
Members
Others Present: Kayla Lumaye, Public Works Director and Dan Borchardt, MSA
1. Chairperson Tammy Steward called the meeting to order at 11:02 a.m.
2. Discussion on storm sewer migration on Shore Acres Drive –
The committee reviewed and discussed MSA’s proposal for resolving the storm water drainage issue
along Shore Acres Drive. Dan Borchardt provided some further information regarding their plan and
project timelines. Motion Steward, second Guillemot to approve MSA’s proposal for a total of $124,096
and to get this project done this fall. Motion carried.
3. Discuss updates on Huffman Road project –
Kayla stated that Wood County is planning to begin paving on Thursday. Tammy expressed concerns
that truck traffic from JJW Cranberries’ harvest may damage or interfere with the paving. Kayla stated
that Wood County is working with the marsh to plan around harvesting.
4. Discussion and possible action on manhole rehabilitation –
The committee and village board previously approved a proposal from HydroKlean for monoforming
two manholes. Since then, Kayla found a new vendor that can line the manholes for a fraction of the
cost, so she cancelled the monoforming. The committee reviewed a proposal from Summit
Infrastructure for lining 5 manholes and pouring new benches in 4 of those manholes to bring them up
to code. Motion Muleski, second Guillemot to approve Summit Infrastructure’s proposal for a total of
$22,595 to be paid from the non-lapsing storm/sanitary sewer replacement line-item. Motion carried.
5. Discussion and possible action on how solarus bill is paid –
The committee discussed the solarus bill. Currently the Village is paying for the services at one of the
lift stations. Tammy stated that wastewater can pay for that phone line going forward.
6. Discussion and possible action on sale of Ford pickup with salt dogg and plow –
Kayla discussed selling the ford pickup with attachments. The truck is not being used and is just sitting
around. Kayla would like to list it on Wisconsin Surplus at the same time as the old vac truck. Tammy
asked that the money from the sale be returned to the equipment fund line-item.
7. Discussion and possible action on creation of new line-item in wastewater budget for
inspections –
Kayla stated that the inspections of the lift stations and generators are currently coming from the repairs
and maintenance line-item. Kayla stated there should be a separate line-item for inspections rather
than maintenance. Kayla stated that $3,500 should be taken from the repairs and maintenance line-
item and added to the new line-item for next year.
8. Superintendent’s report –
Kayla stated that the new vac truck was delivered last Tuesday. Kayla stated that the cost for striping
South Biron Drive was less than what was quoted. It was quoted at $6,842.73 and costs $5,523.57.
Kayla stated she met with Gallagher Asphalt on the 16th to discuss hot-in-place recycling for road
repaving. Kayla is getting a proposal from Gallagher Asphalt for Kahoun Road so she can compare it to
Wood County’s quote for doing a lift and overlay. Kayla stated that the e-recycling event was very
successful. Kayla provided updates on the Bridgewater projects. Kayla discussed needing to pay
WWLC for the addition of electric along B, C and Waterview extension.
