MEETING MINUTES
February 24th, 2026 11:00 A.M.
Members Present: Tammy Steward, Chairperson (present by phone); Dan Muleski Committee
Member, Mike Guillemot excused
Others Present: Kayla Lumaye, Public Works Director; Samanatha Daugherty, Village Clerk and
Tim Hale, resident
1. Chairperson Tammy Steward called the meeting to order at 11:01 a.m.
2. Discussion and possible action on MSA proposal for Shore Acres Drive storm
sewer rehabilitation –
The committee reviewed the proposal from MSA for permanent and temporary
easement acquisitions along the Shore Acres storm sewer rehabilitation project. Motion
Muleski, second Steward to approve the proposal from MSA. Motion carried.
3. Discussion and possible action on televising proposals for Shore Acres Drive
storm sewer rehabilitation –
The committee reviewed a proposal from Great Lakes TV Seal to televise the sewer
lines serving 271 and 291 Shore Acres Drive. The purpose of the televising is to confirm
that there are no active connections to the homes before the lines are slurry filled. Kayla
stated that she also requested a proposal from Visu Sewer but has not yet received a
response. Motion Muleski, second Steward to first contact Visu Sewer again to request a
proposal. If a proposal is not received by Friday, the Village will proceed with Great
Lakes TV Seal. If a proposal is received, the work will be awarded to the lowest bidder.
Motion carried.
4. Discussion and possible action on either increasing cost or getting rid of bulk
item collection –
The committee reviewed the cost breakdown for providing bulk item collection using
Village staff and equipment. Based on the information, current fees would need to
increase by approximately four times to continue providing this service. Dan asked
Samantha to research the cost of having Waste Management deliver and pick up a
dumpster for bulk item collection as a possible alternative. Additional information will be
provided at the next meeting
5. Discussion and possible action on having another E-recycling event –
The committee discussed having another E-recycling event through COM2 since the last
one was successful. The event would be held April 14th through the 24th. Motion Muleski,
second Steward to approve the contract with COM2. Motion carried.
6. Superintendent’s report –
Kayla stated that at the wastewater commission meeting, Derek, Wisconsin Rapids
Wastewater Superintendent, indicated that a draft of the rate case study has been
completed. Kayla contacted the Village’s consultant, who was not yet aware that the
draft had been finalized. Kayla will follow up with the consultant to confirm whether they
have received and reviewed the draft and to determine when a meeting can be
scheduled for Jon and her to review it together.
7. Set next meeting date and time -
Next meeting will be set at the board meeting.
