MEETING MINUTES REVISED
April 8th, 2026 10:15 A.M.
Members Present: Tammy Steward, Chairperson (present by phone); Dan Muleski and Mike
Guillemot, Committee Members
Others Present: Kayla Lumaye, Public Works Director; Samanatha Daugherty, Village Clerk and
Allison Kruger, resident
1. Chairperson Tammy Steward called the meeting to order at 10:15 a.m.
2. Discussion and possible action on invoicing ND Paper for road repair by railroad
tracks
Kayla asked for the committee’s approval to invoice ND Paper for the cold patch and
mastic filling work done at the railroad tracks. The crew used approximately one ton of
cold patch and a hour of their time, along with an additional two and a half hours
applying mastic at the tracks. Because the railroad tracks are the mill’s property, the
committee recommends sending an invoice to ND Paper.
3. Discussion and possible action on either increasing cost or getting rid of bulk
item collection
Dan stated that he is aware of a provider that offers bulk item pickup services and will
gather additional information. This information can then be shared with residents as a
contact for disposal needs. The village will no longer provide this service.
4. Discussion on purchase of a crew cab truck
Kayla stated that the two current trucks are regular cab models. When staff attends
trainings or similar events, they are required to take two separate vehicles. It would be
ideal to get a crew cab so they can all ride in one vehicle. The proposed purchase would
replace the 2011 Dodge pickup. Kayla will obtain additional quotes and present them at
the next meeting, along with information on how the purchase would be funded within
the budget.
5. Discussion on CTH U trail maintenance and equipment necessary for maintenance
Kayla stated that we will need equipment capable of both clearing snow off the trail and
mowing ditches along CTH U. Kayla stated that the newly constructed section of the trail
presents a challenge, as it is too narrow for the plow currently used on the rest of the
trail. The committee reviewed the equipment proposals and determined that the option
from MacQueen would best meet the needs for both snow removal and ditch mowing.
The committee discussed the possibility of designating the trail as seasonal; however,
this is not preferred at this time. The committee recommends adding this to board
agenda so the board can add their input.
6. Discussion on resident request to install autistic child signs on South Biron Drive
Allison Kruger’s parents live at 1241 South Biron Drive. Her 4-year-old son, who has
autism, wears an ankle monitor due to a tendency to run. She expressed concern about
the speed and volume of semi traffic along South Biron Drive. Allison asked that “Autistic
Child” warning signs be installed in both directions. The CLTS program through Wood
County has indicated it can cover the cost of the signs, the village would just pay for the
posts and the installation labor. She will provide CLTS contact information to Peggy.
Motion Muleski, second Guillemot to install the signs. Motion carried.
7. Superintendent’s report –
Kayla stated that in coordination with Wood County, the crew performed mastic filling
along South Biron Drive on March 10th. Depending on the final cost, we may have Wood
County return so we can complete mastic filling on the following streets: Cranberry,
Kahoun, Cardinal and Shore Acres. Kayla stated that during storm cleanup, it became
clear that the Village needs a new attachment for the skid steer. Tyler has been lending
his grapple for use, but it is recommended that the Village purchase its own. The cost for
a new grapple is $4,746, and the committee supports this purchase. Kayla discussed the
flooding that occurred at Tim Hale’s residence on Friday night. Roto Rooter responded
on Monday and cleared the line, removing grass, pine needles, and moss. The line is
now flowing properly. Lastly, Kayla stated that she will be unable to attend the May
Wastewater Commission meeting. Mike stated that he will attend virtually via Microsoft
Teams.
8. Set next meeting date and time -
Next meeting will be set by the new committee.
