VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE MEETING MINUTES REVISED April 28th, 2026 10:00 A.M. Members Present: Tammy Steward, Chairperson (present by phone); Tm McKellips and Mike Guillemot, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samanatha Daugherty, Village Clerk and Tim Hale and Bradley Kurszewski, resident 1. Chairperson Tammy Steward called the meeting to order at 9:59 a.m. 2. Discuss updates on Shore Acres Drive storm sewer rehabilitation Kayla stated that televising was completed by Great Lakes TV Seal last Friday; however, they were unable to complete their full scope of work due to a large root ball, sediment, and breaks in the line. A link to the footage was provided, but it had not finished downloading prior to the meeting and therefore was not reviewed. Because the scope of work was not completed and the video has not yet been viewed, the project is currently paused. Once the root ball is removed and the line is cleaned, further televising will be conducted to obtain a clearer assessment of the system. Kayla proposed using a chemical previously utilized by the Village to help dissolve the root mass. Bradley expressed concern regarding the use of the chemical due to the condition of the pipe and potential impacts on groundwater. Kayla stated she will explore alternative options moving forward. Tim Hale noted that he was onsite with the televising crew and observed the footage as it was recorded. He referenced findings regarding the connection point of Bradley’s sump pump line and the storm line entering the manhole in Bradley’s yard. The pipe appears to connect to the road in a different location than originally believed. Tim also noted the presence of green stakes marking the line location. Tim added that the pipe is significantly deteriorated, contributing to two sinkholes in Bradley’s yard. Bradley asked whether having an engineering firm evaluate groundwater levels would be beneficial. He also stated that his sump pump discharge line must be blown out annually due to heavy clay-like sediment buildup and questioned whether this material is present in his private line or the storm sewer system. Tim further explained that he has been using a Village pump connected to a float system to help remove water from the manhole in Matt’s backyard. He noted he will be leaving on vacation tomorrow for a week but granted access to his property if work can be completed in his absence, including root removal or additional televising. 3. Discussion and possible action on sanitary sewer rehabilitation proposal Kayla presented a proposal from Summit Infrastructure to rehabilitate five sanitary manholes. The locations include: Manholes 3144 and 3146 on Johnson Parkway; Manhole 3033 on Bear Avenue between North Biron Drive and Center Street; Manhole 3006 on Elk Street between Center Street and Williams Street; and Manhole 3158 at the corner of Cardinal Drive and Van Slate Avenue. Tim asked for clarification on the need for the work. Kayla explained that these are older brick manholes that are experiencing significant groundwater infiltration. Motion Steward, second Guillemot to approve the rehabilitation proposal from Summit Infrastructure in the amount of $19,700 to be paid from the sanitary/storm sewer non-lapsing fund. Motion carried. 4. Discussion and possible action on proposals for lift station chains and pump Kayla reported that Midwest Pump Works completed their annual preventative maintenance on the lift stations on April 16th. The committee reviewed the findings and discussed necessary repairs. Lift Stations 3 (Bauer) and 4 (32nd St) require new chains and J-hooks, and Lift Station 5 (31st St) pump 2 requires either a new impeller or full pump replacement. After discussion, the committee agreed to begin by replacing the impeller. Tim requested that Kayla verify whether the impeller has a warranty and, if so, the duration of the coverage. Motion Guillemot, second McKellips to approve the purchase of new chains and an impeller from Midwest Pump Works in the amount of $3,745.30 to be paid from the sanitary/storm sewer non-lapsing fund. Motion carried. 5. Discussion and possible action on proposal for Johnson Parkway storm sewer addition Kayla discussed the ongoing flooding issues on Johnson Parkway, noting that a primary cause is the lack of adequate drainage. She explored having the Village crew install storm sewer; however, the project would require multiple DNR permits and engineering, making it more complex. Kayla requested a proposal from Wood County to complete the work. She emphasized that installing storm sewer is necessary prior to repairing the road to prevent future damage to a newly resurfaced surface. Motion Steward, second Guillemot to approve the proposal from Wood County in the amount of $15,000 to install storm sewer on Johnson Parkway to be paid from the sanitary/storm sewer non-lapsing line-item. Motion carried. 6. Discussion and possible action on proposal for Johnson Parkway mill and overlay Kayla discussed the deteriorating condition of the road, noting that repeated flooding events have caused it to degrade to the point where it is beginning to resemble a gravel surface. She obtained a proposal from Wood County to complete a 2-inch mill and overlay. McKellips, second Guillemot to approve the proposal from Wood County in the amount of $25,000 to be paid from the 50/50 road aid program. Motion carried. 7. Discussion and possible action on proposal for 80th Street North culvert replacement Kayla discussed the need to replace a failing culvert on 80th Street North. She obtained a proposal from Wood County to complete the work, and the County has agreed to a 50/50 cost share for the project. Motion Steward, second Guillemot to approve the proposal from Wood County in the amount of $12,000 (reflecting the Village’s share after the 50/50 cost split) to be paid by the 50/50 Bridge aid program. Motion carried. 8. Discussion and possible action on proposal for 80th Street North mill and overlay Kayla discussed completing a 2-inch mill and overlay on 80th Street North following the culvert replacement project. She obtained a proposal from Wood County to perform the road work, and the County has agreed to a 50/50 cost share for the project. Motion Steward, second Guillemot to approve the proposal from Wood County in the amount of $26,000 (reflecting the Village’s share after the 50/50 cost split) to be paid in part from the remaining 50/50 road aid funds ($3,000), with the balance ($23,000) to be paid from the resurfacing streets non-lapsing line item. Motion carried. 9. Discussion and possible action on purchase of a crew cab truck Kayla stated that the two current trucks are regular cab models. When staff attends trainings or similar events, they are required to take two separate vehicles. It would be ideal to get a crew cab so they can all ride in one vehicle. The proposed purchase would replace the 2011 Dodge pickup. Tim asked how many miles are on the Dodge and what it might sell for on Wisconsin Surplus. Kayla was unsure of both and will follow up with the mileage information. She added that when listing items on Wisconsin Surplus, sale prices can vary significantly and are difficult to predict. The committee reviewed two proposals. Motion Guillemot, second McKellips to approve the proposal from Bergstrom in Neenah for a 2025 Chevy Silverado in the amount of $40,306 to be paid from the public works truck/equipment non-lapsing line-item. Motion carried. 10. Superintendent’s report Kayla reported that invoices for cold patch and mastic fill patching were received from Wood County yesterday. She also stated that an invoice has been sent to ND Paper for the road repairs completed at the railroad tracks. Kayla asked for permission to have the County return with the mastic equipment to complete additional road work. The committee agreed, with the understanding that the expense will be covered under the crack filling/chip sealing line item. Kayla noted that the Hammer Down 5K will take place this Saturday, starting and ending at Anchor Bay. During the race, the trail gates will be open and a portion of North Biron Drive will be closed. Kayla also shared that she and Sam attended the local road forum last Wednesday. They gained valuable insight into the various programs offered by the County and learned new strategies for maintaining roads more effectively. Additionally, Kayla reported that recent heavy rains overloaded the flow metering station. The current flow meter has a maximum capacity of 400 GPM due to the 8-inch flume. Increasing capacity would require installing a larger flume; however, because these high-flow conditions only occur during significant rain events, Kayla and Derek Budsberg, Wisconsin Rapids Wastewater Superintendent, agreed that upsizing is not justified. Instead, they will estimate daily consumption during such events based on the water height within the flume. Under normal conditions, the village averages 172,000 gallons per day (GPD). During the recent rain events, flow increased significantly, averaging between 900,000 and 1,000,000 GPD. 11. Referrals for next meeting CTH U trail maintenance and equipment necessary for maintenance and updates on Shore Acres Drive storm sewer project. 12.
