MINUTES SUBJECT TO VILLAGE BOARD APPROVAL VILLAGE OF BIRON REGULAR BOARD MEETING MINUTES – September 9th, 2024 The September 9th Regular Village Board meeting was called to order at 6:35 p.m. by President Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to Wisconsin State Statutes. PRESENT: Jon Evenson, Mark Honkomp, Jamie Biegel, Dan Muleski, Tammy Steward. Excused Mike Guillemot and Patty Gapen. Also present: Samantha Daugherty and 1 resident members. MINUTES: Motion Honkomp, second Biegel to approve minutes of the August 12th Regular Board Meeting as printed. Motion carried. PUBLIC COMMENT: Resident Joe Reinwand was present and asked about semi-trucks going down South Biron Dr. Discussed a few options for signage and no action was taken. FINANCE COMMITTEE: Committee member Jamie Biegel reporting. All bills, non-lapsing accounts, and journal entries for the Village and utility departments are in order. The committee discussed partnering with ODC and their quote to print and mail newsletter. The committee recommends to the board to approve the quote for 400 printed and mailed newsletters for $379.81. Motion Muleski Second Steward to approve quote and divide cost between committees. Motion carried. Motion Honkomp Second Muleski to approve Finance Committee report. Motion carried. TREASURER’S REPORT: Clerk Samantha Daugherty reporting for vacant Treasurer. Totals reported to the Finance Committee: Receipts for August: $891,960.31 and Expenses: $890,027.26. General checking account bills were paid on check #’s 25893-25959 with ten autopays to IRS, Deferred Comp and WRS for payroll deductions and WI DOR for sales tax withholding. A list of August bills paid by the General Fund was included for review. Village Non-Lapsing Fund: $1,117,306.85 Utilities Checking: $32,037.38, Water Money Market: $1,049,444.08 Utility bills were paid on check #’s 5166-5185 . Wastewater Non-Lapsing Fund: $34,816.75. A list of all checks paid for Utilities was included for review. Motion Evenson, Second Muleski to approve the Treasurer’s report. Motion carried. BIRON VOLUNTEER FIRE DEPARTMENT REPORT: Chief Kerkman was not present, board read monthly summary. Department had 14 calls for August; 9 Medical and 5 Fire calls. The 5 fire calls were automatic aid calls. Monthly training for August was focused on mental wellness and QPR. Biron Firefighters Association received $5000 grant from Ocean Spray which will be used to purchase new radios for Engine 1. Department participated in Corn Fest in Kellner. Motion Evenson Second Honkomp to approve BVFD monthly report Motion carried. PERSONNEL COMMITTEE REPORT: Chairperson Honkomp reporting, no committee meeting in August. No report. LEGISLATIVE, ORDINANCE & ZONING COMMITTEE REPORT: Chairperson Dan Muleski reporting. Committee did not meet in August. Had an update on Short Term Rentals and presented village requirements for property owners that want to have a Short Term Rental. Need to set meeting with attorney to write ordinance. Motion Biegel, second Honkomp to approve the Legislative, Ordinance and Zoning Committee report. Motion carried. PUBLIC WORKS COMMITTEE REPORT: Chairperson Tammy Steward reporting. Committee met August 28th. Mill lift station work was rescheduled to September 23rd. Committee discussed vacating 48th street during the Huffman Road project next year and recommends review of the rules and regulations pertaining to vacating the road. Review 2025 budget. Superintendent’s report stated the purchase of a 10ft hose for the vac truck took place in August for a total of $135.88 and provided a summary of mediation that occurred on August 21st. Motion Biegel Second Muleski to approve the Public Works Committee Report Motion carried. PUBLIC PROPERTY, SAFETY & RECREATION COMMITTEE REPORT: Chariperson Guillemot was not present. No Committee meeting in August. Committee member Muleski did talk about the upcoming boat launch fee and this fee would be included for renters of Biron Boat Slips. No action taken. Motion Muleski Second Steward to approve the Public Property Committee report. Motion carried. WATER UTILITY COMMITTEE REPORT: Chairperson Jamie Biegel reporting. The committee met September 4th. All the cross connection surveys are done with the exception of one resident. USG Solutions contract was signed August 16th and first payment due January 2025. The first year’s payment of $54,111 would come out of water budget for 2025. Committee reviewed new paint scheme for tower for an additional fee of $15K to $17K and committee recommends keeping the existing design. Reviewed 2025 budget and came up with preliminary numbers. Superintendent’s report was read and included a training that was attended by Lumaye and Doughty and also a need for a new water main locater device and a company called SubSurface plans to preform an in-field demonstration for one later this month. Motion Guillemot Second Muleski to approve water utility committee report. Motion carried. WASTEWATER COMMISSION REPORT: Note: The Wastewater Treatment Plant is operated & staffed by the City of Wisconsin Rapids. One member of the Village of Biron Board of Trustees is an acting member of the Commission. There were no minutes for the August 14th meeting, they will be added to next month’s board packet. Evenson discussed mediation that took place on August 21st, 2024. Motion Evenson Second Honkomp to approve wastewater commission report, Motion carried. NEW BUSINESS: Special Board Meeting date set for September 23rd at 6:00pm. CLERK’S REPORT: Daugherty reporting. Successful Fall Primary election, all totals matched, and county Board of Canvassers held their meeting on August 15th. Final Review of newsletter and will be sent to ODC this week for printing and mailing. Discussed upcoming Berries and Boos fundraiser and asked for board participation. Took recycling pledge through Waste Management to promote recycling in our community. Motion Evenson Second Muleski to approve Clerks report. Motion carried. PRESIDENT’S REPORT: President Jon Evenson reporting, received email form Westwood asking for board statement regarding the closure of Short Street. Village is in concurrence with proposed closure has public meeting were held. Breifly discussed mediation that was held on August 21st and set Special Board Meeting date of September 23rd at 6:00pm to go over the details. Had a couple meetings with a local businesses that are looking to move into the Business Park. Motion Muleski Second Biegle to approve the Presidents Report Motion carried. .
