Special Board Meeting

MINUTES SUBJECT TO VILLAGE BOARD APPROVAL VILLAGE OF BIRON SPEICAL BOARD MEETING MINUTES – September 23rd, 2024 The September 23rd Special Village Board meeting was called to order at 6:05 p.m. by President Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to Wisconsin State Statutes. PRESENT: Jon Evenson, Mark Honkomp, Jamie Biegel, Tammy Steward, Mike Guillemot and Patty Gapen. Excused Dan Muleski, Also present: Samantha Daugherty, Kayla Lumaye, Peggy Doughty and Dave Kerkman NEW BUSINESS Chief Kerkman stated his resignation as Chief from the Biron Volunteer Fire Department effective January 2nd, 2025. He will remain on the department roster as an Auxillary member and assist the department with finding another Chief. The department will vote on a new Chief at their November meeting and then bring that recommendation to the Village Board to approve and their December meeting. The Board accepted the resignation. RESOLUTION 24-04 Reviewed Resolution 24-04 for Westwood and the DNR grant for County Road U Loop Extension and Pressure Improves project. The resolution declares intent to reimburse expenditures from proceeds of borrowing. The village will provide interim financing to cover the costs of the project until the bonds are issues. Motion Honkomp Second Steward to approve Resolution 24-04, Motion Carried. CLOSED SESSION Motion Evenson Second Honkomp to convene in closed session pursuant to Wis. Stat. 19.85(1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Motion Carried at 6:16pm. RETURN TO OPEN SESSION Motion Honkomp Second Steward to reconvene in open session pursuant to Wis. Stat. 19.85(2) for possible additional discussion and/or action concerning matter discussed in closed session and/or any unfinished item remaining on the agenda. Motion Carried at 7:00pm. Motion Gapen Second Biegel to grant Jon Evenson, Kyala Lumaye and Tammy Steward to act on behalf of the Village of Biron related to the Agreement in Principal. Motion Carried. .
