VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES October 4th, 2024 1:00 P.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Member Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk 1. Chairperson Mike Guillemot called the meeting to order at 1:00 p.m. 2. Money for Scarecrow Contest and fall decorations for municipal center – Samantha asked the committee for money for additional decorations for the scarecrow contest. Motion Muleski, second Biegel to approve the use of $250 for purchasing pumpkins, mums and other decorations that may be needed for the scarecrow contest. Motion carried. Jamie will donate three or four mums for the event. 3. Security camera purchases – Kayla presented two separate quotes for camera purchases. The first quote is for replacing the outdated camera system at the park. Two cameras have stopped working and the server is no longer holding recordings. The second quote is for additional cameras at the municipal center. Currently there is only one camera. Kayla would like to see cameras added to each side of the municipal center, the entry way and in the rental hall. Motion Muleski, second Guillemot to purchase the camera system for the park utilizing the non-lapsing park fund and to put the municipal center camera purchase in the budget for 2025. Motion carried. 4. Preliminary Budget discussion – The committee reviewed the preliminary budgets. The committee then finalized the public property, safety & recreation budgets. 5. Superintendent’s Report – Kayla discussed the email she received from Mark Anderson at CWPCo, regarding renting out the shelter at the aqua skier’s bathroom. Presently the aqua skier’s site is listed as open to the public. That is how it was described to FERC and ultimately  approved in CWPCo’s revised Recreation Plan. To allow this to be rented out is not congruent with providing this to the public on a first-come, first-served basis. So, CWPCo does not want to consider the proposal of renting out the facility. Kayla discussed keeping the park restrooms open longer due to the warmer weather. The restrooms at the Aqua Skier’s facility and the boat launch facility will be closed on October 15th as planned yet. The boat docks are set to be removed on October 14th. Kayla will have the crew remove the dock signs either October 11th or October 14th.
