Special Board Meeting

MINUTES SUBJECT TO VILLAGE BOARD APPROVAL VILLAGE OF BIRON SPECIALBOARD MEETING MINUTES – November 8, 2023 The November 8, 2023 Special Village Board meeting was called to order at 5:30 p.m. by President Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to Wisconsin State Statutes. PRESENT: Jon Evenson, Tammy Steward, Mark Honkomp, Mike Guillemot, Dan Muleski, Patty Gapen. Jamie Biegel is excused. Also present: Anne Arndt, Kayla Lumaye, Chief Kerkman, Michael Behringer, Olson Solar Energy PUBLIC COMMENT: None 2020 Preliminary Budget: President Evenson reviewed the preliminary budget for 2024. Motion Honkomp, second Muleski to approve the preliminary budget of proposed revenue and expenses of $1,335,854.00. Motion carried. Bridgewater area paving: The Board previously approved a bid of $84,995 from Wood County Highway that did not include pre-tack costs. Motion Muleski, second Honkomp to approve the original bid of $88,730 from American Asphalt. Motion carried. Consider generator purchase: Chief Kerkman told the board various reasons why the purchase of a generator is needed. Kayla stated the public property budget now includes a line item for purchase of a generator. No action was made on the purchase. Michael Behringer, Sales Representative of Olson Solar Energy, presented a proposal for a solar panel system for the fire department. Discussion was held to include the municipal center as it could be used in emergencies and as a cooling and warming center. It was decided Michael would submit a new proposal to include the fire department and municipal center, battery backup, and a generator.
