Water Committee

VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES February 17th, 2025 1:00 P.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen and Mark Honkomp Committee Members Others Present: Kayla Lumaye, Water Superintendent; Peggy Doughty, Utility Clerk 1. Chairperson Jamie Biegel called the meeting to order at 1:00 P.M. 2. Discussion and possible action on a pipe asset management program - Kayla stated she is obtaining proposals from USG Solutions and other companies regarding pipe asset management. Specifically, Kayla wants to get a condition assessment on the water mains in the alleys. Kayla is concerned that the water main looping project in 2026 is going to increase pressures to a degree that may rupture the old water main. Kayla hopes to have proposals by the next meeting. Kayla discussed a quote for a Trimble GPS receiver through MSA. The device will allow Kayla and the crew to accurately map our infrastructure on the GIS system. Motion Honkomp, second Biegel on the purchase of the Trimble GPS receiver for a total cost of $1,506.92 to be paid from the supplies and expenses line-item. Motion carried. 3. Superintendent’s report - Kayla discussed the water main projects during CTH U reconstruction. Kayla showed the committee a map of the proposed retaining wall, that will warrant the need to move part of our water main. The committee had questions regarding the retaining wall. What is it made of? And what is the depth of the wall? Kayla showed updated project costs. The committee had some questions on the costs. Does the cost cover Westwood’s engineering and services? Will Westwood need a downpayment prior to starting the work? Does the engineering cost include any of the work that has been done so far? And when does Westwood plan to hold a public meeting on this project? Kayla will discuss these questions with Westwood and let the committee know. 4. Set next meeting date and time The next meeting will be held on March 17th at 1:00 PM.
