VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES March 17th, 2025 1:00 P.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen, Committee Member Mark Honkomp excused Others Present: Kayla Lumaye, Water Superintendent; Peggy Doughty, Utility Clerk 1. Chairperson Jamie Biegel called the meeting to order at 1:02 P.M. 2. Discuss CTH U watermain project – The committee reviewed an email from Westwood regarding answers to their questions about the retaining wall. The committee reviewed maps, conveyance of rights in land and temporary construction easements that are needed during the CTH U reconstruction. The committee stated Kayla can sign off on the conveyance of rights in land and temporary construction easements and Peggy can notarize the conveyance of rights in land. 3. Discussion and possible action on amending resolution 24-04 – Kayla stated the original resolution must be amended to reflect the updated project costs. Kayla presented the new project costs. The costs presented have public works expenses and water expenses. Jamie asked that there be a joint public works and water meeting to discuss the costs with them. The resolution will be amended once the costs are determined by the committees. 4. Review Capital Improvement Plan – Kayla presented the capital improvement plan (CIP) for 2023 through 2028. The CIP covers projects that have been done, the water meter replacement and installing a variable frequency drive. Projects that are being done, the water tower work. And projects that will be done, the watermain loop during the CTH U project and fire hydrant replacements. 5. Discussion and possible action on a pipe asset management program - Kayla stated she has only received one quote verbally from USG Solutions. The proposal was too expensive for solely having pipe inspection done. Jamie asked Kayla to talk with the surrounding communities and see what they do for their pipe asset management. Kayla is hoping to get leads at the WRWA conference and is also waiting to hear back from another company. 6. Discussion and possible action on temporary hydro-pneumatic pressure tank proposal – Kayla presented a proposal from CTW Corporation for a temporary tank. This tank will be used for a temporary water supply if we are to lose power while the tower is offline. Motion Biegel, second Gapen to approve the purchase of the temporary hydro-pneumatic pressure tank for a total cost of $6,200 to be paid from the inspection/repairs well line-item. Motion carried. 7. Superintendent’s report - Kayla stated that 751 Center Street’s service line is still frozen. Kayla stated she will be out of the office at the WRWA conference next week Tuesday March 25th through Friday March 28th. 8. Set next meeting date and time The next meeting will be held on April 3rd at 3:00PM in conjunction with the public works committee meeting.
