VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER AND WATER COMMITTEE JOINT MEETING MINUTES April 3rd, 2025 3:00 P.M. Members Present: Tammy Steward and Jamie Beigel, Chairpersons; Dan Muleski, Mike Guillemot and Mark Honkomp Committee Members. Patty Gapen excused. Others Present: Kayla Lumaye, Public Works Director; Peggy Doughty, Utility Clerk 1. Chairperson Tammy Steward called the meeting to order at 2:55 p.m. 2. Discussion on costs of CTH U watermain project – Both committees reviewed their portions of the CTH U watermain project. The public works committee has agreed to pay $78,974.02 which covers the road portion of the project along with engineering and contingencies also. The remainder of $1,098,370.93 will be paid by the water committee. 3. Discussion and possible on amending resolution 24-04 – After each committee determined their portions of the CTH U project. Motion Honkomp, second Beigel to approve amending resolution 24-04 to change the not to exceed price to $1,098,370.93 from $675,939. Motion carried. 4. Discussion and possible action on preventative maintenance for lift stations – Kayla presented four proposals for preventative maintenance for the lift stations. Preventative maintenance has been done by Xylem previously but last year was the last of their three year contract. Motion Muleski, second Steward to approve the proposal from Wisconsin Pump Works for a total cost of $2,431 for the next three years. Motion carried. 5. Discussion on equipment replacement – Kayla stated the vac truck and sweeper are going to need to be replaced sooner than later. Kayla has organized a demonstration of Wisconsin Rapids vac truck. MacQueen has a similar truck for sale used. Kayla is also working with EnviroTech to see their used equipment for sale. Kayla stated there is money in the equipment replacement fund for these purchases. Motion Muleski, second Steward to approve the purchase of a new vac truck up to $260,000. Motion carried. 6. Discuss upcoming projects – Kayla stated that there will be a meeting on April 8th at 10:30 AM to do bid openings for B Street, C Street and Waterview Drive extension. Kayla stated she has received the bids from Wod county and American Asphalt for the paving and shouldering on each street.  7. Review Capital Improvement Plan – The committee reviewed the Capital Improvement Plan (CIP) for 2023 through 2028 for streets, sewer, storm and public works. 8. Superintendent’s report – Kayla stated she will not be at the boarding meeting because she will be in Los Angelos. Kayla will have Sam or Peggy read the superintendent’s reports at the board meeting. Kayla discussed air relief valve training for the crew and herself. Kayla stated she is meeting with VisuSewer next Wednesday April 9th at 8:30 to discuss televising and sewer lining projects. Kayla stated she met a company that can help address the Village’s I/I issues, more information is to come. Kayla stated there has been a few different areas in the Village experiencing stormwater drainage issues. Kayla and the crew are working to resolve the problems. Kayla stated that the DNR requires sampling to be completed while taking the tower offline. Kayla ordered those sample bottles for a total cost of $70. Kayla stated that the DNR requires that the water drained from the tower be dechlorinated. WRWA has a dechlorinator we can borrow. Kayla bought the dechlorination tablets for a total cost of $177. Kayla stated the DNR also requires monthly reports to be filed during the time of the tower work. 9. Set next meeting date and time - Next water committee meeting will be held on May 13th at 3:30 PM.
