Town of Vermont Board Meeting
January 9, 2023

In attendance: Karen, Doug, Kirk, Alex, Nick
1. Call to order and certification of notice posting
Karen called the meeting to order at 7:00pm. Katie certified that the meeting had been published
according to stature and on the town website, the door of town hall and emailed to subscribers.
2. Approval of agenda
Doug motioned to approve the agenda. Motion carried 5-0
3. Approval of December 2022 minutes
Kirk moved to approve the minutes. The minutes were approved 5-0
4. Chairman's report and acknowledgments
DCTA listening session is tomorrow night for Stormwater management
5. Citizens’ Input
Our new community deputy, Jodi Hager attended the meeting, she offered to provide us with call stats
quarterly rather than annually. She ran through the overview of the 2022 calls.
6. Treasurer’s report
December deposits: $857,751.37 Property taxes were mailed out by the deadline of the 19th, held in
person collections on Dec 28. Some tax bills have not been received, and we are going to pull a list of
who hasn’t paid to see if a second mailing should be sent. Total Account balance:
Reserve:$105,346.18 Operating:$1,039,374.09
Karen made a motion to approve the treasurer’s report and the motion carried 5-0
7. Clerk’s report
Bills this month were pretty routine. We paid several once yearly items: alarm registration, trash permit,
drug testing consortium, as well as quarterly items such as planning commission payroll, appraisal
service contract and our 60% fire dues to Mount Horeb.
The filing deadline for local elections was Jan 3. All three incumbent candidates filed to run for a new
term. Thanks to all of you for continuing to step up to serve the township. There were no additional
filings so all candidates will run unopposed. There will be a February primary for some other offices,
and I will be setting up the poll worker schedule for that very soon.
There were no building permits this month.
Karen made a motion to approve the clerks report. Motion carried 5-0
8. Payment of bills
Doug moved to pay the bills. Motion carried 5-0
9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports
It was an interesting month for plowing with the wet heavy snows and ice. Replaced the carbide blades
on the Ford 550. Lots of tree limbs came down in the heavy snow. Rollie Peterson did some plowing in
one storm.
Mt Horeb volunteer response has been down for December. They are working on an incentive point
system in hopes of increasing the volunteer response.
10. Review the 2023 fee schedule for Johnson Inspection
The board went over the new fee schedule, there are some minor increases, primarily to the minimum
amounts for permits. Will update the website with the new schedule.
11. Stormwater and Erosion Control Discussion
The town board would like some more objective data about the actual recommendations that are being
made. We get a staff report from zoning after things go through the county and it would be nice to get
something similar from Stormwater and erosion control. Additionally it would be nice to know what
permits are still outstanding for town residents. We just don’t really get any information from them right
now. Several board and planning members are planning to attend the listening session tomorrow night.
12. Discussion of Reserve Accrual Schedule
Heather put together a summary page for the reserve accrual process. It does seem that our accrual
for Black Earth is not really keeping up with what we project that we will need. So far the town has been
trying to keep the numbers even between Black Earth and Mount Horeb. The board discussed future
needs including additional storage for equipment. This topic will continue.
