DRAFT MINUTES TOWN OF VERMONT PLAN COMMISSION MEETING April 24, 2023, 2023 – 6:00 p.m. Call to order and posting certification. Tim called the meeting to order at 6:00 p.m. The meeting was properly noticed: posted on the front door of Town Hall, posted on the town website, emailed to the online subscribers, and published in the Mount Horeb Mail and Star News. Present: Tim Pierce, Diane Anderson, Nick Balster, Dean Bossenbroek, Jim Elleson, Doug Meier, Scott Moe Approval of agenda Jim moved and Dean seconded a motion to approve the agenda. Motion carried 5-0. Nick abstained. Approval of March meeting minutes Jim moved and Dean seconded a motion to approve the March meeting minutes. Motion carried 6-0. Public Input/General Comments Sam Hamilton, 4016 Moe Road, wants to build an ag building for storage • No rezone is required • No town approvals needed for ag building on FP35 • Recommend getting a zoning permit from the County and then apply for a building permit Chair’s Report Land and Water Resources letter from Town Board Nick will email the PC members a copy of Land and Water Resources letter that we intend to send to the County to obtain their “fact sheet” regarding stormwater and erosion controls and processes. This will be used to help inform our citizens and town officials. Ordinance dates and prioritization Tim shared a list of ordinances and priority dates for the plan commission to consider. Susan Powers & Daniel Frame, Seeking advice on splitting of property from original Frame property • Currently own 4 parcels and want to divide evenly between Susan and Daniel • May want to think about road access • Any MFL questions should be discussed with the DNR • Be sure to indicate where the available PDRs are located • Recommend getting a surveyor and then talk to the County  Field Road Application, Skogledd Rd., Matt and Paul Underwood • Site visit was on April 22, 2023 • Site was staked and seemed straight forward • Culvert will be installed • Intend to put in a turnaround for plow truck Scott moved and Nick seconded a motion to approve the application for Matt and Paul. Motion approved 7-0. Field Road Applications, County Hwy J, Naujeck Properties • Site visit on April 22, 2023. • Owners want to put in Field road access on County Highway J • Residential driveway access approval already given by the County Dean moved and Diane seconded a motion to approve field road #1. Motion carried 7-0. Nick moved and Dean seconded a motion to approve field road #2. Motion carried 7-0. This is for field road access. If a potential buyer wants to put in a driveway to a building site, they need to come back to the plan commission for driveway, building and rezone approvals. Webpage review and update • Plan commission will go through each dropdown list at the top of current website to see where they fit • Will request a link tree for us our review Driveway ordinance review, entrances, public safety standards, etc. Jim moved and Scott seconded a motion to send the new driveway ordinance update to the board for approval. Motion carried 7-0. Solar energy ordinance. Working topic. • Tim presented a marked-up copy of a preliminary solar ordinance • Review and suggest changes for next meeting Agenda items for the next meeting.
