Draft Minutes Town of Vermont Board Meeting May 8 , 2023 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​ 7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# In attendance: Karen (by phone), Kirk, Alex, Nick, Doug 1. Call to order and certification of notice posting Karen called the meeting to order at 7:00 pm. Katie certified the meeting was posted according to statute, on the town website, emailed to subscribers and agendas mailed to property owners adjoining applications under consideration. 2. Approval of agenda Doug motioned to approve the agenda. Motion carried 5-0 3. Approval of April minutes Nick made a motion to approve the minutes of the April meeting. Motion to approve carried 5-0 4. Chairman's report and acknowledgments none 5. Citizens’ Input none 6. Treasurer’s report Net deposits of $39,000. The second payment of transportation aid and lottery credit were received this month. The checking account balance is $507,000, with a reserve balance of $265,000, the current operating balance is $241,600. 7. Clerk’s report Bills this month were routine over all but did include the payment for the new truck and the payment of 20,000 for crack filling. Nick made a motion to approve the clerk's report. 8. Payment of bills Doug made a motion to approve the payment of the bills. Motion carried 5-0 9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports All the roads have been swept and ready for patching. Jack has been cleaning up a lot of trees, and has started spreading patch, and has done about 120 tons. The new 550 is at Halladas waiting to get into Double D. The tractor has been having some issues. The bridge inspector came out and provided his report. The board took a look at the report during the meeting. Alex made a motion to post signs for a 20 ton weight limit for the bridge and pursue options for the bridge. Motion carried 5-0 Tim provided the report for Mount Horeb Fire. One of the full time staff members resigned and has been replaced with an internal candidate. The next meeting will have a closed session to consider union contract issues. Black Earth had a meeting and there is nothing new to report. 10. Field Road Application, Skogledd Rd., Matt and Paul Underwood The owners would like field road access and the town would like to be able to use it to make a Y turn with the plow. The planning commission recommended approval. Made a motion to approve the field road application for Skogledd Road. Karen made a Motion to approve the application for the field road and motion carried 5-0 11. Field Road Applications, County Hwy J, Naujek Properties. The property has 4 remaining PDRs. There are two points of access off of Hwy J where he is requesting access. The county highway department has tentatively approved these pending town approval. The owner is aware if the property is sold the new owner would need to request a driveway permit with the homesite and rezone. Number 1 will have a 16 inch culvert, 2 does not require a culvert at the entrance. Both would have slopes that would meet our driveway requirement. There are not buyers currently on board. Doug made a motion to approve the field road applications for Lots 1 and 2 for parcel on county J. Motion carried 5-0 12. Driveway ordinance review, entrances, public safety standards, etc The planning commission is recommending adding a turn around requirement for new driveways as well as a minimum turning radius. Some of the enforcement language has also been considered for updates. 13. Discussion of an advisory referendum for the April 2024 election asking town residents Karen made a motion to include an advisory referendum on the April 2024 ballot with the following language: “Should the Town of Vermont consider an ordinance to open town roads to ATV/UTV traffic?” Motion carried 5-0 14. Town picnic planning The board will reach out to Peter Antonie about having the town picnic at Vermont Church 15. Reserve Allocation discussion Karen made Motion to table until June. Motion carried 5-0 16. Review draft minutes from annual Town meeting and discuss any action items or future board agenda topics Reach out to Nathan about the sale of the parcel. Nick was struck by the level of community concern regarding Tyrol and music events. The board discussed it and does not intend to take any action at this time. 17. Budget Amendment for the purchase of the Ford 550 truck Karen made a motion to approve the proposed budget amendment. Motion carried 5-0 18. Review in progress revisions to Town of Vermont website The planning commission would like to have one more month to look at it. 19. Agenda items for June Roller ski permit Liquor license renewal, pending receipt of application from Tyrol Basin Shower and Hoda Road Turn around First reading of the Driveway Ordinance Reserve Allocation Town Picnic Bohn Road Bridge 20. Adjournment Alex made a motion to adjourn the meeting. Motion seconded and carried 5-0. Meeting adjourned at 8:16.
