Draft Minutes Town of Vermont Board Meeting June 12, 2023 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​ 7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# ​ Karen, Kirk, Doug (by phone) Alex (by phone) 1. Call to order and certification of notice posting Karen called the meeting to order at 7:00. Katie certified that the meeting had been posted in the Mount Horeb Mail, Star News, the town website, the door of town hall and emailed to subscribers 2. Approval of agenda Kirk Motioned to approve the agenda. Motion carried 4-0 3. Approval of May minutes Karen motioned to approve the May 8 minutes. Motion carried 4-0 Karen motioned to approve the May 26 minutes. Motion carried 4-0 4. Chairman's report and acknowledgments none 5. Citizens’ Input none 6. Treasurer’s report For the checking, you will see that the first line is PILT; I'm looking into why the county sent that back to us. LGIP - General, we received the personal property aid. Heather did do a $100,000 transfer from the LGIP General account today to cover the checks being sent out this week, mainly the check for the road maintenance to Scotts. For the reserve, there really isn't much to say on that either, other than it's a new format where the main Summary tab shows each reserve Item in total and then there is a tab for each item which shows the details of the accrual. The Ford Truck reserve shows negative as it was originally planned that it wouldn't be replaced until 2024, but is now a 2023 purchase. The current reserve balance is $265,303.67 and the current operating balance is $193,650.43 Kirk made a motion to approve the treasurer's report. Motion carried 4-0 7. Clerk’s report We wrote the check this month to Scotts for the chip sealing of the roads. There were no permits for new construction. Kirk Lynch made a motion to approve the clerk's report. Motion carried 4-0 8. Payment of bills Kirk motioned to pay the bills. Motion carried 4-0 9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports Chip sealing and patching is complete. The culvert on Moyer is caving in. The new truck has been sent over to Double D. Mount Horeb Fire meeting was last month, budget discussions will begin next month. There is the expectation that the legislature will pass some public safety funding soon, which should really help. District 1 is in good shape financially. 10. Consideration and possible approval of Up Up and Away Roller ski event permit The event will be August 12 and they would use a small part of Ryan Road. Kirk Lynch made a motion to approve the application. Motion carried 4-0 11. Vermont Church lighting and follow up regarding generator install The lights on the steeple and face of the church are now dusk to 11 pm, and the downward facing lights that are security lights are still dusk to dawn. Kirk will follow up with the church and the electrician. 12. Consideration and possible renewal of Liquor license, Tyrol Basin Karen made a motion to approve the liquor license for Tyrol Basin. Motion seconded and carried 4-0. 13. Consideration and possible approval of fireworks permit, New Years Eve, Tyrol Basin Kirk made a motion to approve the application for fireworks. Motion carried 4-0 14. Shower, Skogg Kled and Hoda Road Turn around Agreements between landowners and Township Kirk made a motion to approve the survey bids up to $2500 for Shower and Skogg Kled. Motion carried 4-0. 15. Review and possible approval of Moyer Road culvert extension expense Jack says the replacement of the culvert and repair to the road will run about $3480. Karen made a motion to approve up to $3500 for the repair of Moyer Road. Motion carried 5-0. 16. Bohn Road Bridge repair discussion Katie will touch base with Ray and make sure he is submitting the application on our behalf. If not, she will submit the application. Also the board has questions about the phase 2 estimate to clarify if it includes the design of the bridge.Reserve Allocation planning Karen made a motion to table until next month. Motion carried 4-0 17. Consideration of the Dane County Zoning Ordinance Amendment Regarding Salvage Operations The planning commission reviewed this and recommended that the board approve it. Karen made a motion to approve the Dane County Zoning Ordinance Amendment Regarding Salvage Operations. Motion carried 4-0. 18. First reading of the Plan Commission-recommended amendments to the Town of Vermont Driveway Ordinance The changes to the ordinance will not impact currently existing driveways. New driveways will be required to add turnarounds and passing lanes depending on the length of the driveway. There are also some more stringent requirements for driveways to not be at an angle so that they can be entered from either direction. The question was raised about addressing sight lines and visibility and the current draft does not include this. The board would like the planning commission to consider adding language regarding sight lines. (ask WTA if we have to do another first reading) 19. Update on the progress of Cooperative Boundary Agreement discussions The process is on track 20. Town Picnic planning Because the Vermont Church is the town emergency shelter location as well as our backup polling location and because the church has recently embarked on a prairie restoration project, the board would like the town to have an opportunity to visit the site. We will also solicit local home-based and small businesses to present information about their business. 21. Review in progress revisions to Town of Vermont website Karen made a motion to table this item until July. 22. Consideration and possible approval of the amended ordinance assuring the confidentiality of income and expense information provided to the assessor under state law (sec. 70.47(7)(af) in order to correct a numbering error. Kirk made a motion to change that to chapter 21. Motion carried 4-0 23.
