Minutes Town of Vermont Board Meeting June 10, 2024 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​ 7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# ​ In attendance: Karen Carlock, Doug Meier, Kirk Lynch, Nick Balster 1. Call to order and certification of notice posting Karen called the meeting to order at 7:00 pm. Katie certified that the meeting was posted according to statute, on the website, the door of town hall and emailed to subscribers 2. Approval of agenda Doug made a motion to approve the agenda. Motion carried 4-0 3. Approval of May minutes Kirk made a motion to approve the May minutes. Motion carried 4-0 4. Chairman's report and acknowledgments none 5. Citizens’ Input none 6. Treasurer’s report As of May 31, 2024 between all accounts we have $$491,344.58. Board designated reserves are $59,200.91 Kirk made a motion to approve the treasurer's report. Motion carried 5-0. 7. Clerk’s report Bills this month were fairly light. We paid Scott Construction for some more patch and Finks for gravel. The storm on May 21 had a significant impact on the town, with a lot of trees down on roads. While there is state disaster aid potentially available, at this time it does not appear the damages will reach the monetary threshold required to access those funds. We have been receiving paperwork from fire and EMS for the new maintenance of effort certification and as far as I can tell everything appears to be in order. There were no permits for new construction this month. Karen made a motion to approve the clerks report. Motion carried 4-0 8. Payment of bills Doug made a motion to approve the payment of the bills. Motion carried 4-0 9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports  There was lots of storm clean up this month, which is ongoing. Mount Horeb Fire had interview panels for several positions. Nothing new for Black Earth Fire or District 1. 10. Consideration and possible renewal of Liquor license, Tyrol Basin Paperwork from Tyrol Basin was received by the town on May 24, meeting the requirement that paperwork be submitted 15 days prior to approval. Kirk made a motion to approve the renewal of the class B Beer and liquor licenses for Tyrol Basin. Motion carried 4-0 Karen made a motion to approve up to 4 operators licenses pending notarization. 11. Consideration and possible approval of fireworks permit, New Years Eve, Tyrol Basin Made a motion to move this down to item 14. Motion carried 4-0 After some paperwork was completed and reviewed, Karen made a motion to approve the fireworks permit. Motion carried 4-0 12. Consideration and possible approval of Thirsty Troll Brew Fest event at Tyrol Basin, September 7, 2024 Karen made a motion to approve the Thirsty Troll Brew Fest. Motion carried 4-0 13. Consideration and possible approval of Midwest Mental Health Festival at Tyrol Basin, September 28, 2024 The event last year was at Snapdragon Farms, but they have outgrown that venue. The idea being to reduce stigma around mental health among rural residents. The event will be held from 11am-5pm. There will not be live music. Kirk made a motion to approve the Midwest Mental Health Festival. Motion carried 4-0 14. Field Road Application, 9669 Greenwald Rd., David Statz There is an existing field road up to a barn, and the field is rented to a farmer. He is looking to improve the safety because there is a berm that limits the view on Greenwald. This field road has existed for some time and this will improve the safety. Karen made a motion to approve the field road at 9669 Greenwald Rd. Motion carried 4-0 15. Preparation for June Public Session regarding Ridgetop Overlay We will set up chairs but no other preparation is needed. The town will post a notice about a potential quorum of board members. 16. Consideration and possible approval of updated Building Code Ordinance Last month we did the first reading and this evening we can approve the ordinance updates if there are no questions. Karen made a motion to approve the updates to Town of Vermont Building Code Ordinance number 2. Motion carried 4-0 17. Consideration and possible approval of updated Solar Ordinance  Tonight is the first reading of the solar ordinance. Townships are somewhat limited in what they can do in terms of regulating large solar farms. State statute forbids making an ordinance that would make the system costs more expensive than it would be without the ordinance. This only affects commercial solar ventures, not landowners producing electricity for their own use. The main purpose of the ordinance is to create a development agreement. 18. Review status of offer to purchase land immediately adjacent to Town Hall to clean up boundary lines and approved by Town residents at Annual Town Meeting Doug suggested that due to the complications created by the need for a CSM survey we might pursue a perpetual easement instead of a purchase. 19. Review and possible approval of letter(s) to property owners on Town Roads without a signed turn-around easement agreement or dedication If the letter seems like a good start, the next step will be to sit down with Jack and talk about the 24 dead-ends and sending that letter out letting property owners know if their road currently meets the requirements for a turnaround or not. Jack brought up the question of what happens with culverts that fall within the easement agreement areas. The agreement does call out that the landowner is responsible for the maintenance of the area, but we may want to clarify that this would include culverts. Next month the board will look over the list of letters. 20. Final review and possible approval of Town Patrolman’s employee agreement with the Town of Vermont Updates include making sick leave payout more flexible and increasing the total number of sick leave hours that can be accrued. A few details like listing holidays were clarified. Kirk made a motion to approve the town patrolman employee agreement. Motion carried 4-0. 21. Discussion and possible recommendation regarding open DCTA board position for our district Jim Pulvermacher left his position at DCTA. Kirk made a motion to support Greg Hyer for the DCTA board position. Motion carried 3-0-1. 22. Town Picnic planning The picnic will be September 8 from 4-7 pm at the Gathering Place at Vermont Lutheran Church. We will self cater the event with food from Costco or similar and are still looking for a local musician. If anyone has a contact, please let us know. 23.
