TOWN OF VERMONT PLAN COMMISSION MEETING 4017 County Hwy JJ, Black Earth, WI 53515 Monday, February 23, 2026, 6:00 P.M. Call to order and posting certification Tim called the meeting to order at 6:00 p.m. The meeting was properly noticed: posted on the front door of the Town Hall, posted on the town website, emailed to the online subscribers, and published in the Mount Horeb Mail and Times Tribune. Present: Tim Pierce, Diane Anderson, Dean Bossenbroek, Jim Elleson, Polly Kawalek, Doug Meier, and Max Scoll Approval of agenda Jim moved and Doug seconded a motion to approve the agenda. Motion carried 7-0. Approval of January meeting minutes Doug moved and Dean seconded a motion to approve the January meeting minutes. Motion carried 7-0. Public input/general comment • Dean brought to the attention of the PC a conversation he had with one of the Cowan neighbors. The neighbor was opposed to the proposed development on Highway JJ. • It was disturbing that the Cowan’s said the neighbors had been talked to, but the neighbor said otherwise. • Our statutory responsibility is to follow the guidelines in our comprehensive plan; we are not an enforcement agency. • Two letters opposing the development were received by the County which will result in a possible delay. Comprehensive Plan Review • State statute lays out nine elements that must be in a comprehensive plan. • The County has put together a template that all towns can use. • The PC went through the updated County plan and made recommended changes. • Tim will send the changes that we made to Bridgit to update the comprehensive plan for the Town of Vermont. • We will then go through the updated document at the next meeting.
