​ Minutes ​ Town of Vermont Board Meeting March 9, 2026 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​ 7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# ​ In attendance: Kirk Lynch, Aex McKenzie (by phone), Polly Kawalek, Nick Balster (by phone) and Doug Meier 1.​ Call to order and certification of notice posting Kirk called the meeting to order at 7:00 pm. Katie certified the meeting notice had been posted according to statutes. 2.​ Approval of agenda Polly made a motion to approve the agenda. Motion carried 4-0 3.​ Approval of February minutes Doug made a motion to approve the meeting minutes. Motion carried 4-0 4.​ Citizens’ Input none 5.​ Treasurer’s report Will be sent after the meeting 6.​ Clerk’s report Thanks to our pollworkers, the February election went very well. There were no permits for new construction this month. We have been able to put off paying for Mailchimp for at least another month due to slightly reduced subscriber numbers.. 7.​ Payment of bills Doug made a motion to pay the bills. Motion carried 5-0. 8.​ Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports No report from Jack, Kirk reports there was a sinkhole on Bell Road due to a culvert that had collapsed. No Mount Horeb Fire meeting, no update from Black Earth or District One. 9.​ Consideration and possible approval of event permit for Horribly Hilly Hundred bike event Doug made a motion to approve the Horribly Hilly event permit conditional on the receipt of their application and permit fee. Motion carried 5-0. 10.​ Consideration and possible approval of the Dane County Bridge Inspection agreement Kirk made a motion to approve the bridge inspection contract for $1400. Motion carried 5-0. 11.​ Consideration of options for recruiting a backup patrolman We will reach out to the schools for recent grads, and Polly is going to talk to the tree crew she works with. We will put together an ad, but not send it to the paper. 12.​ Consideration of options for trash service Overall the price options for both land leasing or purchase and the dumpster fees appear to not support the likely income based on permit sales. 13.​ Planning for Annual Town Meeting - April 16th We will discuss garbage and Kirk talked to Steve Mahlik the assessor. He will be on the agenda. Katie will make a slide for each agenda item. 14.​ Agenda items for April Prep for annual meeting Rezone application 15.​ Adjournment Nick made a motion to adjourn. That period, which is not mandated by state law, is offered to permit orderly and civil discussion of Town public business and matters. During the remainder of the Town Board meeting, persons other than Board members and Town officers are permitted to speak only if recognized by the Chair. Public comment may address any matter pertaining to Town, but must not be repetitive, involve personal attacks, profanity, or disruptive comments. The Chair may rule any person out of order and terminate their comment period. By adhering to these principles, we aim to ensure productive and fair discussions while respecting the rights of all to be heard. We appreciate active engagement and encourage participation in the governance of our wonderful Town of Vermont.
