Business Improvement District (BID) Board

A meeting of the Business Improvement District (BID) Board was held at City Hall on January 30, 2025 at 5:30 P.M. Board members Kylee Wussow, Duane Johnson, Vincent Meyer, Andrea Hoffman, Mark Hanson, and the City Administrator were present. There were no citizens in attendance. 1. The City Administrator called the meeting to order at 5:32 pm. 2. The City Administrator distributed Profit & Loss Reports for FY2022, FY2023, and FY2024 that had been submitted by the Downtown Association earlier that day. The Board is satisfied with the reports provided. 3. The City Administrator provided updates on the decorative lamp project. Municipal Utilities and the City Street Department have installed the new base plates. It was good timing for this project as there were only 1 to 2 bolts still intact on the old base plates on most of the lamp posts. D&S has submitted two (2) design ideas for flower holders. 4. Many of the Christmas lights that are installed on the decorative lamp posts were inoperable and unable to be repaired. The Parks & Recreation Department took advantage of a close out deal at Menards to purchase replacement lights at a cost of $294.47, and they are requesting reimbursement. 5. It was moved by Kylee Wussow, seconded by Duane Johnson to reimburse the City $294.47 for the purchase of new Christmas lights. Motion carried. 6. There was discussion on how to move forward with the 2025 BID Operating Plan implementation. The Board reviewed a January 13, 2025 article from WEDC that included different structures for BID activities which were staffed district, contract for service, and hybrid models. The Board decided to continue their oversight and explore other options. 7. It was moved by Kylee Wussow, seconded by Andrea Hoffman to set the next BID Board meeting for Thursday, April 24, 2025 at 5:30pm. Motion carried. 8.
