Plan Commission Meeting

The Plan Commission met at City Hall in the City of Black River Falls on January 29, 2025 at 5:30 P.M. Mayor Jay Eddy, Commissioners Randy Eddy, Jared Smith, Anneliese Eddy, and Marc McDowell were present. Commissioners Mike Rave and Dennis Guenther were excused. Mayor Jay Eddy presided. 1. Mayor Jay Eddy called the meeting to order at 5:30 P.M. 2. The Commission reviewed the proposed Certified Survey Map (CSM) submitted by Christopher W. Fechner on behalf of L.A. Industries, LLC for land on South First Street. The City Administrator advised the Surveyor’s Certification states the map complies with “Chapter 18 of the Jackson County Subdivision and Platting Ordinance”, but it needs to comply with “Chapter 19 City of Black River Falls Subdivision and Platting Ordinance”. 3. It was moved by Commissioner R. Eddy, seconded by Commissioner A. Eddy to recommend the Common Council approve the Certified Survey Map submitted by Christopher W. Fechner on behalf of L.A. Industries, LLC for land on South First Street contingent on the surveyor certifying the map complies with “Chapter 19 City of Black River Falls Subdivision and Platting Ordinance” and updating the Surveyor’s Certificate accordingly. Motion carried. 4. Representatives from the Mississippi River Regional Planning Commission (MRRPC) facilitated discussion on the draft of the Comprehensive Plan with emphasis on the Intergovernmental Relations and Coordination Section and the Implementation section of the Plan. The MRRPC will implement recommended changes, review the entire document, and submit a revised draft to be discussed at a public hearing which is the next step in the process. 5. There was one citizen in attendance who inquired about current and future economic development and housing efforts, and Commissioners and the City Administrator explained a variety of programs. The intent of the Commission is to create a Comprehensive Plan that is detailed enough to guide the city for the next 20 years, yet general enough to leave room for future ideas and concepts. 6. It was moved by Commissioner J. Smith, seconded by Commissioner M. MacDowell to set a public hearing for Thursday, March 27, 2025 at 5:30pm for the Comprehensive Plan. Motion carried. 7.
