Business Improvement District (BID) Board

A meeting of the Business Improvement District (BID) Board was held at City Hall on November 13, 2025 at 5:30 P.M. Board members Kylee Wussow, Duane Johnson, Mark Hanson, and Vincent Meyer were present. Board member Andrea Hoffman was excused. Black River Area Chamber of Commerce Executive Director Robert Crampes and the City Administrator were also present. 1. The City Administrator called the meeting to order at 5:32 pm. 2. It was moved by K. Wussow, seconded by D. Johnson to approve the 2025 BID annual report to Council. Motion carried. 3. It was moved by D. Johnson, seconded by K. Wussow to approve the 2025 property listing for 2026 BID special assessments. Motion carried. 4. It was moved by D. Johnson, seconded by M. Hanson to recommend the Common Council approve the 2026 BID Operating Budget with the change to move $200 out of Connect Communities expense line in to Maintenance expense line. Motion carried. 5. It was moved by K. Wussow, seconded by D. Johnson to approve the 2026 BID Operating Plan. Motion carried. 6. It was moved by D. Johnson, seconded by M. Hanson to recommend the Common Council appoint Kylee Wussow, Vincent Meyer, and Julie Hanson to fill upcoming vacancies on the BID Board. Motion carried. 7. The Board discussed the possibility of placing informational signs on I-94 that list “Historic Downtown Black River Falls” and the corresponding exit – “Exit 115” for Eastbound and “Exit 116” for Westbound. The cost per sign is approximately $20,000 and the City would be responsible for maintenance. The City Administrator will contact WisDOT to see what the maintenance costs entail, where the signs would be placed, and if there would be a discount for placing two (2) signs. He will also contact the City’s insurance carrier to see if these signs could be placed on the City’s property insurance policy as Property In The Open. 8. It was moved by K. Wussow, seconded by D.
