Committee of the Whole

The Committee of the Whole met at City Hall in the City of Black River Falls on February 21, 2024 at 6:00 P.M. Alderpersons Dougherty, Gearing-Lancaster, Wussow, Ammann, and E. Rave were present. Alderperson M. Rave attended remotely via Zoom meetings. Alderperson Olson was excused. Mayor Jay Eddy presided. 1. There were no citizens in attendance. 2. There were no updates on the County jail / justice center project. 3. The Department Head monthly reports were reviewed. Department heads present were Darryl Nelson, Jody Stoker, Cara Hart, and Acting Chief of Police Travis Brown. Brad Chown was excused. 4. It was moved by Alderperson Dougherty, seconded by Alderperson M. Rave to approve the Fire Department’s request to spend $39,657.98 on R-4 (ambulance) repairs which are necessary through no fault of operations or vehicle maintenance. Motion carried. 5. It was moved by Alderperson Ammann, seconded by Alderperson Wussow to approve change order #1 for the Pierce Enforcer 100’ Tower fire truck in the amount of $31,924.00. Motion carried. 6. There was discussion on the need to staff the ambulance service 24 hours a day 7 days a week and explore charging municipalities for providing ambulance service. 7. The Acting Chief of Police advised there were no changes to his report. He commended Jennifer Amundson for her knowledge and expertise of keeping the office running smoothly and efficiently. 8. It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the Police Department’s request to fill a vacant full-time Patrol Officer position. Motion carried. 9. The Mayor advised there is no Parks & Recreation Department report due to Interim Director Dain Crawford being out on medical leave. The Parks & Recreation director has communicated with Nueman Pools regarding repairs slated for the Hoffman Aquatic Center this spring. They have not provided us with a start date, but it should be soon. 10. It was noted that checks 73329 and 73330 were manual payroll checks so they did not appear on the check register for accounting checks between November and December 2023. 11. It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to approve the vouchers for December 2023 and January 2024 totaling $2,004,742.69. Motion carried (5-0-1) with M. Rave abstaining. 12. It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to approve the City Treasurer’s Report for December 2023. Motion carried. 13. It was moved by Alderperson Dougherty, seconded by Alderperson E. Rave to approve the City Treasurer’s Report for January 2024. Motion carried. 14. It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to approve the Revenue & Expense Reports for January 2024. Motion carried. 15. It was moved by Alderperson M.
